E-procurement as a website is an auction system for the procurement of goods and services by the government using internet-based technology, information and communication tools, but the problems that occur with this system are not yet running effectively in terms of timeliness, cost accuracy, choice accuracy and precision. targets and problems of lack of human resource capacity and supporting infrastructure, the grand theory used is timeliness, cost accuracy, choice accuracy and target accuracy. This research uses descriptive qualitative research methods using techniques to obtain data through observation, interviews and documentation. This research used 13 informants who were determined purposively, consisting of the Head of the Goods and Services Procurement Section of the Gayo Lues Regency Government and his staff, e-procurement operators, some participants in the goods/services procurement auction and some residents of the Gayo Lues Regency community. To overcome the various weaknesses that exist in the conventional goods/services procurement process, the government has introduced an innovation in the procurement of goods/services in the public sector, namely eprocurement. E-procurement is a website which is an auction system for the procurement of goods and services by the government using internet-based technology, information and communication tools. The results of the research explain that the effectiveness of the E-Procurement System in Procurement of Goods and Services in the Gayo Lues Regency Government is not yet effective because there are still constraints in infrastructure and human resources which are still lacking, which affects effectiveness in procuring goods and services. The conclusion of this research is the Effectiveness of the E-Procurement System in Procurement of goods and services at the Gayo Lues Regency Government has not been effective, this can be seen from four indicators of effectiveness, namely timeliness, cost accuracy, choice accuracy and target accuracy, as well as obstacles for the Gayo Lues Regency Government in implementing the e-procurement system in the procurement of goods and services. two, namely Human Resource Barriers and Infrastructure Barriers.

Filling High Leadership Positions within Government Agencies is a guideline for central and regio... more Filling High Leadership Positions within Government Agencies is a guideline for central and regional government agencies in carrying out the filling of major, middle and primary high leadership positions in an open and competitive manner. The aim of the research is to find out how to implement, supporting factors, inhibiting factors and efforts in implementing open selection for first high leadership positions. The theory used is the theory of public policy implementation. The research method uses qualitative research methods. The implementation of the open selection policy for senior high leadership positions within the Gayo Lues Regency Government has been running in accordance with Law Number 5 of 2014 concerning State Civil Apparatus. However, the implementation of this policy is not optimal because there are still inhibiting factors in implementing the policy. Efforts that can be made by implementers to maximize the implementation of the JPT first open selection in Gayo Lues Regency include increasing the budget, facilities and infrastructure, re-evaluating the parties involved. Future research can look at it from the perspective of rationalization in the education level for participating participants. take part in the JPT first open selection.

World Health Organization (WHO, 2011) memperkirakan ada 20 juta kejadian aborsi tidak aman (unsafe abortion) di dunia, 9,5% (19 dari 20 juta tindakan aborsi tidak aman) diantaranya terjadi di negara berkembang. Tujuan penelitian ini adalah untuk mengetahui Gambaran Pengetahuan Remaja Putri Tentang Aborsi di SMA Negeri 3 Binjai Tahun 2021 berdasarkan pengetahuan, sumber informasi, kegiatan ekstrakurikuler. Penelitian ini bersifat deskriptif dengan pendekatan cross sectional dengan populasi sebanyak 79 orang. Teknik pengambilan sampel dengan menggunakan metode simple random sampling dan instrumen penelitian dengan lembar kuesioner. Kemudian dilakukan pengolahan data dengan metode editing, coding, tabulating dan scoring. Kecakapan hidup itulah yang kemudian dikenal dengan konsep 4 C yang meliputi kecakapan berpikir kritis dan pemecahan masalah (critical thinking and problem solving skill), kecakapan berkomunikasi (communication skills), kecakapan kreativitas dan inovasi (creativity and innovation), dan kecakapan kolaborasi (collaboration). Salah satu prasyarat untuk mewujudkan kecakapan hidup abad XXI tersebut adalah kemampuan literasi berbasis teks multimodal yang tidak lepas dari penguatan pendidikan karakter sebagai upaya mewujudkan profil Pelajar Pancasila yaitu beriman, bertakwa kepada Tuhan YME dan berakhlak mulia, berkebinekaan global, memiliki sikap bergotong royong, kreatif, bernalar kritis, dan mandiri. Sekolah melakukan keiatan sosialisasi dan seminar sehari pada siswa dan guru sebagai peserta Gerakan Literasi Sekolah sekaligus sebagai launching project. Seminar literasi ini dilaksanakan selama satu hari dengan mengundang pembicara dari pusat dan daerah. Workshop dilakukan untuk meningkatkan kemampuan literasi warga sekolah. Hasil yang akan dicapai melalui penumbuhan budaya literasi sekolah di SMA Negeri 4 Pekanbaru ini adalah Terwujudnya masyarakat sadar literasi yang ditunjukkan dengan meningkatnya budaya membaca dan menulis di kalangan pelajar maupun guru. Meningkatkan prestasi peserta didik melalui peningkatan wawasan dan ilmu pengetahuan akibat minat baca yang tinggi.

Maka berdasarkan pengamatan yang telah dilakukan, diperlukan kegiatan untuk menambah kompetensi guru di SMA Negeri 7 Pekanbaru dalam menyusun rencana pelaksanaan pembelajaran (RPP), yang dapat menciptakan suasana dan kondisi pembelajaran yang bermakna. This research used a qualitative approach with data collection techniques through interviews, observation and documentation. While data analysis techniques used was an interactive analysis model. The results showed that: 1). the composition of the policy network for handling COVID-19 is still dominated by government elements; 2) the function of the policy network in the context of communication has been established between actors but miscommunication is still found in dealing with Covid-19. 3) The level of network institutionalization in the policy for handling Covid-19 is high 4) there are still inconsistencies in the activities of handling Covid-19 in the field, and 5) The private sector plays an active role in supporting facilities and needs in the network for handling COVID-19.

The actor's coalitionnetwork was formed to support the effort of Islamic education through knowle... more The actor's coalitionnetwork was formed to support the effort of Islamic education through knowledge integration concept at basic education level in North Aceh Regency. It is a subsystem created from the interaction of all actors joined as the Subsystem Team which includes the regent of North Aceh, Office of Education and Culture of North Aceh and Office of Development and Planning (Bappeda) of North Aceh. The research objective is to describe and analyze actors coalition network in support of Aceh's Islamic value-based education policies, and recommend a model by referring to the actions of actors to create sustainable programs.The research employs a case study approach which is explanatory, and the data is analyzed descriptive qualitative to answer the research problem. The team was mandated to design an integration concept of basic education combining Islamic education and general sciences. However, the idea of integration has not been formulated specifically and systematically due to its constraints over some issues both in the context of the policy and practical level, especially, regarding the resource sharing availability issue. Responding to this situation, Dayah Education Office, Scholars Consultative Assembly, North Aceh Representative Council (DPRK), Mass media and other education stakeholders suggest the realisation of the integration concept by presenting a learning model to general education by adopting models and curriculum implemented in Dayah education since Aceh province has special right to implement education system respectfully to the local characteristics and local wisdom in Aceh. The results of this coalition networking was shown through a master plan for the integration of Islamic education and through the establishment of regional regulations both governor regulations or regent regulations where detail policy explanation is available for the implementation of the Islamic education within general schools in North Aceh District.The research concludes that there is no synergy between implementing agencies, the egosectoral, and the involvement of personal interests among the implementing agencies are still the issues. A common interpretation and the meaning of the implementation of Islamic values-based Aceh education policies can be achieved, however, the actors coalition network in supporting Islamic values-based education policies shows the lackness of coordination between the implementing agencies.
