Prof. Dr. Melih Bulu worked at various sections of the private sector both as professional and entrepreneur. He has been working on city competitiveness projects for the last two decades. Since 2004, Dr. Bulu has been the General Secretary of International Competitiveness Research Institute (URAK), an NGO working on economic competitiveness of cities and regions. Melih Bulu teaches strategy related courses at Istinye University where he is the Rector of the University. His main interest areas are city competitiveness strategies, urban technologies and regional development. He has various publications in academic journals and popular media.

The metropolitan city of Istanbul is becoming overcrowded and the demand for clean water is steep... more The metropolitan city of Istanbul is becoming overcrowded and the demand for clean water is steeply rising in the city. The use of analytical approaches has become more and more critical for forecasting the water supply and demand balance in the long run. In this research, Istanbul's water supply and demand data is collected for the period during 2006 and 2014. Then, using an autoregressive integrated moving average (ARIMA) model, the time series water supply and demand forecasting model is constructed for the period between 2015 and 2018. Three important sustainability metrics such as water loss to supply ratio, water loss to demand ratio, and water loss to residential demand ratio are also presented. The findings show that residential water demand is responsible for nearly 80% of total water use and the consumption categories including commercial, industrial, agriculture, outdoor, and others have a lower share in total water demand. The results also show that there is a considerable water loss in the water distribution system which requires significant investments on the water supply networks. Furthermore, the forecasting results indicated that pipeline projects will be critical in the near future due to expected increases in the total water demand of Istanbul. The authors suggest that sustainable management of water can be achieved by reducing the residential water use through the use of water efficient OPEN ACCESS Sustainability 2015, 7 11051 technologies in households and reduction in water supply loss through investments on distribution infrastructure.

Since then, the trade volume between Turkey and the EU has increased significantly. As time passed by, even though there was a negative trade balance with the EU countries, CU caused a shift in Turkey's export pattern towards industry intensive products. Starting from 2009, shrinking market volume in the EU due to economic crisis forced Turkish exporters for new markets. Turkish exporters realized that they are able to compete with other global players in these new markets. Their experience accumulation, while exporting to the EU market, created a competitive advantage that is useful for them in global markets. Today, Turkey is using this competitive advantage while exporting products to other potential export destinations such as Near and Middle East Countries (Neighboring Countries) and African Countries.

Knowledge-based urban development (KBUD) has become a popular pursuit for cities, especially from... more Knowledge-based urban development (KBUD) has become a popular pursuit for cities, especially from the developing countries, to fast track the catching up process with their counterparts in developed nations. Nevertheless, for these cities the KBUD progress is daunting and full of challenges. The authors aim to shed light on the major KBUD challenges of emerging local economies by undertaking an in-depth empirical investigation in one such city. They scrutinize the prospects and constraints of Istanbul in her KBUD journey through comparative performance and policy context analyses. The findings reveal invaluable insights, not only for Istanbul to reshape the policy context and align development with contemporary KBUD better, but also for other emerging local economies to learn from these experiences.

As city resources around the world begin to stretch beyond capacity due to ever-increasing popula... more As city resources around the world begin to stretch beyond capacity due to ever-increasing population, a major challenge for an emerging knowledge city is to maintain high-quality living conditions for its residents. It is therefore imperative existing city infrastructural resources are used in an optimal manner by minimizing cost and maximizing utility. Such infrastructural resources include transportation networks, electricity, water and natural gas lines, sewers, and waste sites. To that end, algorithm-embedded information technology tools have proven to be tremendously useful for city decision makers, and technologies using algorithm-embedded systems are being used more frequently than ever before. In particular, as one of the emerging knowledge cities in the world, Istanbul has been deploying such applications at various levels for better use of the city's resources. The purpose of this study is two-fold: classify algorithm-embedded information technology application areas related to management of infrastructural resources in a city in a systematic way, and; provide an up-to-date review of each application area and investigate the level of algorithm-embedded information technology use in Istanbul. The study has implications for the city officials as well as officials of other emerging world knowledge cities regarding the use of existing algorithm-embedded information technology tools in their cities.
