The governments in the region find it already hard to cope up with these crucial issues and simultaneously to deal with border security and internal social security issues. These Internally displaced people (IDPs) have lead despondent existence in their environments with restricted provisions and possessions at their disposal. Not having enough skills to compete with the local populations marks their sagas of coping with exploitation with compromised resiliency. Life does not cease but becomes vulnerable evidently letting the people to remain in abject poverty . To address the destitution of IDPs, we argue that mitigation strategies with a human rights' perspective are required and that such perspectives do not sit within the capacity of some of the South Asian countries particularly that of Afghanistan and its immediate neighbor Pakistan. The paper explores the causes, problems and opportunities suggesting options of reintegration and repatriation on their return for including them in the mainstream.

Since the inception of SAARC in 1985, concerns over terrorism have been showed and realization for collective regional mechanism is prominently highlighted in its agenda as the terrorism is threatening political stability and mutual understanding in the region. Owing to increased threats, terrorism was high on agenda during the 3rd summit of SAARC at Kathmandu in 1987. All the seven members signed ‘SAARC Regional Convention on Suppression of Terrorism and were agreed to take effective measures. The Convention warned the member countries against this menace and its dangerous effects towards regional security. In 1988, the convention came into force but did not control the terrorist activities by taking any effective measure. Several other initiatives have also been taken from this forum but the desired results are not achieved. The paper is to examine the counterterrorism initiatives taken by this forum and to explore impediments blocking the path of cooperation for an effective and joint strategy as well as suggestions for countering terrorism and securing regional peace and stability.

The idea of belonging is one of those concepts, which needs redefinition on the basis of existing positions and experiences of asylum seekers, refugees, displaced persons and migrants. The 'battlefield' for ending the cold war rivalry of superpowers, once again has become an arena for the war on terror, bringing massive destruction to the population at the hands of warring parties. Millions of lives perish due to fratricidal fighting and a huge number of persons are displaced and forced to live in camps. The statistics of the Afghan government and the UNHCR indicate that half a million people are still internally displaced due to continued conflict, violence and prevalent human rights' violation. Majority of such persons are living in camps or camp-like settings for decades and it is an alarming fact that displaced persons are 'more vulnerable and worse-off than the urban poor' who face insufficient housing or shortage of livelihood due to unemployment while displaced persons are facing numerous issues like insecurity, forced eviction, unemployment, poverty and repatriation due to ongoing conflicts. The paper analyzes all these aspects.
