Since the coined of the term geopolitics, Europeans were busy re-writing world geography in their quest for territorial expansion and world hegemony. This research seeks to explore and evaluate the imperial geopolitical doctrine behind Africa’s scramble and eventually colonialism by European. It appears that most of the writings of imperial geopoitician has greatly influence European governments for massive territorial expansion. Mackinder, Ratzel and other writers of the time were inspired by Darwin evolutional and rule of nature theory. They see the world as chaos and only those who are fit enough will survive. Again, this theorists were also influence by industrial revolutions in Europe and the need to create new markets and trading partners lead to the scramble for African territories. This paper attempts to approach the scramble and petition of Africa from the perspective of imperial geopolitical discourse (territorial expansion).

And to understand these changes, geography is of great essence though as many writers argued that it is socially constructed and not reality. The purpose of this research is to critically evaluate and analyze the geopolitical discourse and how it explains present day geopolitics of the world. This researcher will used United States of America as a case study on the assumption that, U.S.A will maintain their world hegemony status for the next two decades. Furthermore, there are geo-economic, geopolitical, and geo-technological factors among many others that is and will aid U.S.A in maintaining their current status for the next 20 years. However, this researcher acknowledged that this will come with challenges since international politics is dominated by state actors, multi-national companies, even terrorists groups etc, each seeking to influence and set the new world order.
In search for answers to what is wrong and where to locate wrong in the afghan invasion by the so... more In search for answers to what is wrong and where to locate wrong in the afghan invasion by the soviet union in 1979 and the policy making role of the governments in Washington and Riyadh respectively, this paper attempts to analyze critically the USSR invasion in Afghanistan . The imperial geopolitics fuelled Russian to invade Afghanistan while the USA and Saudi had their own agenda’s to pursue. The policy decision made by the USA and Saudi which couple with the support of the local people and harsh environmental conditions helped the Mujahideen to out power the Russians soldier. Though USA did little in its policy decision because they see the invasion as Russia owns Vietnam War. Saudi’s policy was successful during and even after the war, but September 9/11 attack in USA leads to diplomatic tension among USA, Saudi and Afghanistan. The paper also attempts to examine the aftermath of the invasion.

The research has identified two categories-the pessimist and optimist of bureaucracy. All has shown sufficient reason to back their claims which this paper seeks to explore.

Gambiya'daki kamu idaresi sorunları, reform stratejileri ve kamu hizmetine yönelik davranış kuralları da araştırma kapsamındadır. Gambiya personel sistemini değerlendirilmesi Gambiya Kamu Hizmeti Komisyonu ve Personel Yönetim Ofisi olmak üzere iki kurum üzerinden yapılacaktır. Çünkü Gambiya'da kamu personel sisteminden sorumlu olan kurumlar bunlardır. Gambiya'nın 1997 anayasası kamu hizmeti komisyonunun kamu hizmetine atama yapma yetkisini güçlendirmiştir. Gambiya personel sistemine liyakat ve yetenek sistemi hakimdir. Liyakat sisteminde, personel atamaları belirtilen standartlar, nitelik ve performansa dayalıdır. Anahtar kelimeler: Gambiya kamu hizmeti komisyonu, personel yönetim ofisi, sivil hizmet, Liyakat sistemi, reform stratejileri, kariyer sistemi. Giriş Bu araştırma Gambiya kamu yönetimi ve personel sorunlarını incelemek üzerinedir. Aynı zamanda personel yönetimi ofisi ve fonksiyonunu incelenecektir. Araştırmada ayrıca Gambiya'daki personel sistemi, sorunları, reform stratejilerini ve kamu yönetimi davranış kuralları da ele alınacaktır. Gambiya kamu yönetiminin birçok önemli sorununun olduğu genel bir fikir birliği ile Kabul edilmektedir. Örneğin, maaşların çok düşük olması, teknik ve profesyonel memurların motivasyonunu ve onları kamu hizmetinde tutmayı zorlaştırmaktadır (Dünya Bankası, 2010: vi). Personellerin sonuca odaklanmasına yönelik sistem iyi organize edilmemiştir, iyi bir performans ödüllendirilmediği gibi, kötü performans cezalandırılmamaktadır. Devlet memurlarının sık sık görevden uzaklaştırılması ve tayin edilmesi iş güvenliği ve kurumsal bilgiyi olumsuz etkileyen unsurlardır. Kamu personellerinin bir çoğu ya görevin gerektirdiği niteliklere sahip değil, ya da niteliklere sahip ama yeterli eğitim ve ortantasyon sağlanamadığı için idari hizmetlerin işlemesinde sıkıntılar mevcut. Gambiya personel sisteminin liyakat ve yeteneğe dayalı olması sistemde verimliliği getirmeye yöneliktir. Gambiya'da kapalı bir kariyer sistemi benimsenmiştir. Bu yüzden devlet çalışanları ya da bir kişi en altta göreve başlamalıdır.
