This article draws on the work conducted within the context of the European Policy Network on Sch... more This article draws on the work conducted within the context of the European Policy Network on School Leadership. Its aim is to discuss and reflect upon school leadership policy development in the context of European education systems. The first section focuses on the concept of school leadership, identifying connections between school leadership practices and the promotion of equity and learning in schools. The second section discusses critical factors in policy implementation that shape the capacity of school leaders to combat inequalities and promote learning performance in schools. The article ends with an outlining of key policy actions for the promotion of distributed leadership practices in schools. In effect, this section stresses the need for a conceptual shift in understanding school leadership, from the position, roles, responsibilities, traits and capacities of the individuals holding formally assigned leadership roles in schools, to leadership as a function inside schools. As it is argued, such a conceptual shift calls for a policy shift in school leadership capacity-building that strengthens, but also goes beyond, the traditional repertoire of policies that focus on the preparation and professional training of school heads or other members of formal teams responsible for school management.

This paper deals with assessment issues pertaining to digital creativity in educational contexts.... more This paper deals with assessment issues pertaining to digital creativity in educational contexts. Following a short introduction about the concept of digital creativity, the first part of the paper discusses tensions and challenges in its assessment-rooted on the complexity of the interplay between creativity and digital technologies. The focus is then turned on teaching competences for digital creativity from an assessment perspective. Presented are areas and components of the DoCENT framework for digital creative teaching competences, related to the assessment of the teaching and the learning process-namely the areas "creative assessment" (i.e. the use of digital strategies to assess students' creativity), and "learners' digital creativity" (i.e. the competences required to enhance students' digital creativity). A way to operationalize the DoCENT framework for self-assessing purposes through rubrics tool under the five-level conscious competence learning model is then proposed. Concluding remarks reflect on implications of the work presented for further research and study, outlining the need to explore the effects of assessing teaching competences for digital creativity on the promotion of students' creative mind-set.

Evaluation is an important measure for quality control in e-learning, which aims at improving a l... more Evaluation is an important measure for quality control in e-learning, which aims at improving a learning environment and adapting it to users' needs, as well as proving values and benefits of a course to financers and participants. However, results and styles of evaluation are subject to the designers', the evaluators' and the participants' individual and socio-cultural backgrounds. This paper examines evaluation from an infrastructure perspective and presents dimensions and parameters for the evaluation of e-learning. The authors take cognitive, epistemological, social and technical infrastructures into account.

Gender is an important issue in the context of information and communication technologies (ICT). ... more Gender is an important issue in the context of information and communication technologies (ICT). Studies show that ICT use is subject to gender bias, e.g. in relation to ICT use and interests. This contribution describes the current situation of gender and ICT professions in Germany and Greece. Based on an empirical study, it shows particular areas in ICT education that suffer from gender inequalities in both countries. Furthermore, the chapter elaborates how gender inequalities develop from secondary to professional ICT careers based on statistics from Germany and Greece.

The European Pillar of Social Rights states that "Everyone has the right to quality and inclusive... more The European Pillar of Social Rights states that "Everyone has the right to quality and inclusive education, training and lifelong learning in order to maintain and acquire skills that enable them to participate fully in society and manage successfully transitions in the labour market". The main emphasis of all education policy efforts in the European Union have been along the axis of inclusion. The UN Convention on the Rights of People with Disabilities (CRPD) and the UN Convention on the Rights of the Child (UNCRC) together define the rights and duties of the parents of disabled children as well, while clearly define the duties of public actors. The research outcomes of the ELPIDA and Parenting Together (PAT) projects-to be presented at the conference-have contributed to understanding the capacity building needs of parents of children with intellectual disabilities and that of professionals collaborating with them, also contributing to the definition of state actors' responsibilities. The two projects focused on children of different age groups and thus different needs. The evidence based ELPIDA project, had been chosen for the Zero Award 2020.

Firstly, it presents a mapping of citizen science landscapes in the European Union and beyond, of funding programmes, policies, advocacy and working groups, and opportunities for participating in citizen science activities. Resulting from desktop research and expert interviews, this mapping also presents findings on geographic areas such as Russia that are usually not in focus when talking about citizen science. Since the issue of political contexts was not addressed in Deliverable D1.1, it is addressed in this report in an exemplary way. Secondly, interviews with African, Asian, European and US-American experts on Open Science, research ethics and research integrity supplement the literature review for Deliverable D1.1 and allow to get a clearer picture of potential policy options here. Thirdly, this report presents an overview of educational citizen science activities in schools that complements the literature review on citizen science activities in education. Chapter 2 of this report presents the methodologies for this report. Altogether, the research for Deliverable D1.2 consisted of literature analysis, web searches, and expert interviews. Chapter 3 presents analyses of citizen science landscapes in selected geographic areas. These analyses are based on a structured web information retrieval that is described in the methodology chapter. For some geographic areas either no information on citizen science in these areas could be found or there is no command of the official languages of these areas in the consortium. Consequently, the authors conducted interviews with experts on Open Science and citizen science in these geographic areas. Based on expert interviews, chapter 4 of this report discusses policy contexts of citizen science activities and issues of research ethics and research integrity of such activities. This paper is concerned with the process of studying socio-cultural elements/issues in e-learning... more This paper is concerned with the process of studying socio-cultural elements/issues in e-learning from the perspective of the learner and his/her interactions with the components of the e-learning courses under the scope of inclusiveness. Presented are results that emerged from the implementation of an online course designed in the frame of project Fe-ConE. Discussed are approaches to the study of socio-cultural elements in e-learning and learners' dispositions-in-action during their engagement in the online course. The paper concludes with the definition of a set of four profiles of e-learners.
Abstract: weSPOT is a new European initiative proposing a novel approach for personal and social ... more Abstract: weSPOT is a new European initiative proposing a novel approach for personal and social inquiry-based learning in secondary and higher education. weSPOT aims at enabling students to create their mash-ups out of cloud-based tools and services in order to perform scientific investigations. Students will also be able to share their inquiry accomplishments in social networks and receive feedback from the learning environment and their peers. This paper presents the research framework of the weSPOT project, as well as the initial inquiry-based learning scenarios that will be piloted by the project in real-life educational settings.

The world of e-learning can effectively produce inequalities in e-learning achievements or re-pro... more The world of e-learning can effectively produce inequalities in e-learning achievements or re-produce inequalities established through years of traditional teaching and learning. A good start to fight the barriers set by less privileged family backgrounds to student learning outcomes in e-learning is to study in what ways students who come from such backgrounds manage to have high performance (resilient students) as compared to those who do not. This paper focuses in the study of these two groups based on an analysis of the PISA 2009 Electronic Reading Assessment (ERA) dataset for 6 European countries. The findings indicate that resilient students tend to be on average more confident in their ICT skills and to have more positive attitudes towards computers as compared to DLAs. In all countries studied resilient students engage more often in e-reading than their low achieving peers, they tend to read a wider variety of texts, they like reading more, and they are much more knowledgeab...
The paper draws from the work conducted in the context of the European Policy Network on School L... more The paper draws from the work conducted in the context of the European Policy Network on School Leadership (EPNoSL). Based on an in-depth review of the literature, on research conducted by the EPNoSL partners, on the discourse that took place in on-line seminars and forums and in national workshops and Peer Learning Activities, it identifies critical policy goals for the promotion of school leadership under the scope of equity and learning in school systems across EU. In particular, the paper analyses in depth policies that can create an enabling school leadership environment, focusing on school autonomy, accountability, and distributed leadership.
