This was followed by characteris cs of document management systems. It also presents the current state of implementa on of such systems and presents the benefits of their implementa on. Presented tool seems to be a good alterna ve that meets the expecta ons of both-clerks and applicants. The paper describes essen al characteris cs of such systems. There are also important aspects, that have to be considered before the implementa on of this type of system. DOCUMENT MANAGEMENT SYSTEMS AS A TOOL WHICH IMPROVE ADMINISTRATIVE PROCEDURES OF THE LOCAL GOVERNMENT UNITS ADMISSION Par cularly rapid development of informa on technology, observed in the last decade, improving the func oning of units both organiza ons on a commercial basis, as well as offices in the local government units in terms of document circula on resulted in reducing the cost of their implementa on, and increased the opportuni es for effec ve execu on of tasks of these units aimed at be er serving the needs of local communi es. In addi on, a stream of European money in the perspec ve years of 2007-2013 and in the current perspec ve for the period 2014-2020 has been providing the opportunity to their implementa on even in the poor financial condi on of these units. The development of the Internet reflects the systema c increase of the number of users of this medium and constant increase in speed of data transfer, opens up new perspec ves of interac on between local government units and the community. In this case, the key factor for improvement and increase the efficiency of this interac on is the selec on of appropriate technologies and implement it in the daily prac ce of func oning of the local government units. Due to the rela vely complicated character of such systems, it is also important to introduce appropriate legal condi ons which on the one hand will guarantee safety, on the other hand will try to simplify as much as possible for the users of such systems. This ar cle covers the issues of informa on technology tools improving the efficiency of the electronic document circula on. This includes an analysis of the current state of the func oning of the electronic document circula on (DMS-Document Management System) units of this type. It also presents overview of the instruments possible to use and their synthe c characteris cs.

Streszczenie: Celem niniejszego artykułu jest analiza porównawcza obecnie istniejących aplikacji ... more Streszczenie: Celem niniejszego artykułu jest analiza porównawcza obecnie istniejących aplikacji na urządzenia mobilne oraz określenie wymagań wobec aplikacji wspomagających poruszanie się po miastach osób niepełnosprawnych ruchowo. Autorzy przedstawią opis sytuacji osób niepełnosprawnych ruchowo w Polsce jako grupy społecznej, wobec której realizowane są przedsięwzięcia od strony samorządowej zmierzające do adaptacji ze społeczeństwem. Następnie zostanie przedstawiona charakterystyka aplikacji przygotowanych przez miasta w Polsce, przeznaczonych dla osób niepełnosprawnych. Dalej autorzy przedstawią charakterystykę istniejących obecnie na rynku usług mobilnych świata aplikacji mobilnych dla osób niepełnosprawnych, ułatwiających poruszanie się po miastach. W ostatniej części artykułu autorzy zdefiniują podstawowe, ich zdaniem, wymagania wobec aplikacji, która faktycznie mogłaby stanowić wsparcie i ułatwienie w poruszaniu się po mieście dla osób niepełnosprawnych ruchowo. Słowa kluczowe: aplikacje mobilne, osoby niepełnosprawne ruchowo, aplikacje dla osób niepełnosprawnych. Summary: Market still delivers too few applications that would assist people with disabilities in the hardships of daily commuting in the urban space. An additional challenge is also to find solutions in a range of existing applications. Existing solutions, in turn, are often still far from perfect, both in terms of available features and size possessing the database. The most common defects are: instability of offered applications, too small font that cannot be enlarged, the lack of both control and voice messages issued by applications, the inability of planning routes or track changes in real time (eg. traffic, weather conditions, technical difficulties, etc.), small number of users involved in creating applications, the lack of Polish language in the application, or even the availability of applications on particular platform on mobile devices. Because of the multitude of not-quite perfection of existing applications and the constantly growing demand for such services, the authors of this article conducted a preliminary analysis

Services performed for customers from the nature are very flexible – so preparation ontology for such goals must include dynamic aspects. The goal of this paper is creation dynamic ontology for relationships type of C2C (Citizen to City). It is especially important in knowledge management at the local level of administration in case of monitoring uncompleted matters, evaluation of effectiveness of clerks representing selected departments or in decisions of administration restructuring. In this paper we propose a dynamic-oriented knowledge model, designed to distribute and manage urban knowledge as a representative of local self-government. Ontology including mentioned knowledge management supporting is prepared using sophisticated Ontorion Fluent Editor.

Exclusion phenomenon denotes processes in which some group of people or individuals is permanentl... more Exclusion phenomenon denotes processes in which some group of people or individuals is permanently blocked from resources (mostly considered as social exclusion). The discussed phenomenon can be considered in many aspects: identifying exclusion as a process, multidimensional research in this area and presenting solutions useful in solving problems. Real support of the processes in overtaking exclusion phenomenon can be offered from Information and Communication Technologies area. The aim of this paper is the presentation of smart city portals content in order to support services devoted to exclusion processes neutralization. Several existing portals of selected smart cities are taken into account. The contents of the research sample will be analysed to investigate the state of the art solutions in the area and confronted with the concept of knowledge portal. The paper consists of five parts, including Introduction and Conclusions. The three merit parts describe exclusion phenomena, then general concept of knowledge portal devoted to services is presented and the last part demonstrates existing solutions in this area.

Main aim of this paper is to define term, describe assumptions and possibilities of use. The paper consists of introduction, five chapters and the summary. In introduction author presents background of conducted research. First chapter is the explanation of the urban knowledge phenomenon. Second presents further characteristic with brief classification. Later, author presents how urban knowledge can be managed. In the last chapter, author is trying to point possible methods of urban knowledge acquisition based on available ICT solution. In the summary author will describe chances of application for presented model.

The main goal of this paper is to present common features present in both concepts stressing potential ways of implementation KG models in concepts of smart city (SC).
