It is to this end that this paper presents findings on how experts and students perceived and rate the Interactive Multimedia Instructional Package on Selected Educational Technology Concepts. This study was carried out by administering questionnaires to experts and students of Educational technology in the University of Illorin. From the findings of this study, ADDIE MODEL was used to design the procedure for the instructional package. The study showed that experts rated the interactive multimedia instructional package (IMIP) high for instructional delivery of selected educational technology concepts in terms of structure, organisation, screen design, instructional, and adaptability and interactivity. Critical among many others is stress accumulated from the increasing dependency on the use of smart devices, especially among undergraduate students: “technostress.” Observations that prompted this study hypothesized that if technostress is affecting professionals from other walks of life, can students who are digital natives be exempted from the rave? This study adopted a descriptive research design of the survey type, employed a validated researcher-designed questionnaire tagged “USIToL”, with a reliability co-efficient value of 0.73 to elicit responses from the respondents. The study adopted quantitative research design of the survey type to determine education leaders' perceptions on the adoption of information and communication technology. The quantitative approach in this study involves the use of research instruments consisting of closed-ended, on-line, and paper-based questionnaires (single version sent to multiple respondents). The study found out that education leaders have low perception on the adoption of information and communication technology for dissemination of information, utilization of virtual learning environments among teachers. The study also found out that lack of awareness on e-learning software and inadequate use of internet-enabled technologies or applications were highlighted as challenges in adoption of ICTs for development in Nigeria.
