Previous work has analyzed this problem, however in the present work a two dimension Markov chain, using guard channels for handover calls and priority for voice calls to pre-empt GPRS data packets is assumed. Moreover a queue is considered to be valid only for the pre-empted data packets.

In this paper a new model is proposed with a dedicated queue for each transceiver in the cell. Fixed channel assignment is considered in both models. Performance characteristics based on blocking probabilities, mean waiting time on queue and cost functions are derived in order to compare the two models.

This paper proposes a two layer wireless call admission control to optimize the forced termination probability of frequent handovers.

In case the handover call mean service time at each queue position is found to be greater than this threshold, this call can not be serviced by this cell. This innovative idea introduces a more flexible traffic management since it enables a delay prediction in case of congestion.

A two dimension Markov chain is presented using guard channels for handover calls. Also priority is given on reservation of QoS of voice service by applying priority for voice calls to preempt GPRS data packets.
