Several international studies have perceived the UK construction industry as less productive than... more Several international studies have perceived the UK construction industry as less productive than those of the other progressive nations. Moreover, many UK construction clients have expressed dissatisfaction regarding the delivery of the completed projects, the quality of service and the predictability of cost. In order to address these problems, client-led innovation in construction projects has been emphasized by Sir Michael Latham's report Constructing the Team. The quality of the service that the client receives depends partly on the client's own involvement in the project. This will require the client to take a positive approach to promoting continuous improvement to all work situations. The traditional role of the client's representative varies from one of simply designing to the full monitoring of the project. It may also include project management activities such as planning, scheduling, coordinating and motivating. In total quality management (TQM) the administrative tasks of the client's representative include many aspects already addressed under traditional arrangements. However, current literature suggests that confusion exists over the involvement and participation of the client's representative when TQM is adopted in construction projects. To address this problem, research was conducted to identify the critical tasks for the client's representative to achieve total quality in construction. The findings also developed relevant best practices to be performed by the client's representative. This paper concentrates on the tasks of the client's representative, and assesses their importance in terms of improving quality in construction.
Increased complexity of the construction business and consequent use of new management concepts a... more Increased complexity of the construction business and consequent use of new management concepts and technologies led construction organisations to focus more on the transfer of explicit knowledge. However, it is the tacit knowledge that determines the construction companies' competitiveness in a business that is driven by turbulent market conditions and customers' everincreasing demands. This paper highlights the importance of tacit knowledge sharing in construction, explores the challenges and opportunities to efficiently share tacit knowledge, and based on the literature review identifies some critical factors that influence tacit knowledge in construction. It is argued that employees' knowledge sharing (learning) behaviours are influenced by work practices that are borne by respective organisational behaviours. Organisational, cultural, and project characteristics that facilitate knowledge sharing among construction employees are explored and the practices that influence the construction employee behaviour in sharing tacit knowledge are highlighted.

As a result, construction management has had to respond to issues such as increasing levels of client expectation, globalisation of the construction economy, cut‐throat competition, and tight margins, plus the “inherent” obstacles to operating in the sector, such as separation of design and construction, fragmented production methods, adversarial relationships, and a reluctance to innovate and take up information technology. Furthermore, the problems of poor and unstructured training, multi‐tiered management systems, and poor communication provide less than optimal conditions for achieving high quality products in good time and to budget. One approach to addressing these issues is through the concept of employee empowerment. This paper presents an overview of the empowerment concept in the context of construction management, highlighting the hurdles, an implementation process, and achievable benefits.
This paper reports the development of an application model for effective implementation of a proj... more This paper reports the development of an application model for effective implementation of a project quality plan in large construction projects. The model was derived out of a case study undertaken at Kuala Lumpur International Airport (KLIA), a prestigious multibillion dollars project commissioned by the government of Malaysia. The complete history of the ISO implementation in KLIA starting from the inception of the project until its completion was studied through several means including a series of interviews with staff, and archival studies of quality records and voluminous implementation documents. This paper, while initially highlighting the pitfalls observed in the implementation stage and other major problems as identified from the quality records, finally focuses on the application model. Having observed the overall problem background and success and failure stories from the case studies, the application model was developed. The key participants of the KLIA including the Client's Representative (KLIAB-Kuala Lumpur International Airport Berhad), Quality Consultants, Quality Management Department, and Contractors were involved in the research. The application model is conceptual and it broadly addresses the major issues that are critical to the implementation of the Project Quality Plan (PQP) in large construction projects. It should be seen as an aiding mechanism to improve the quality performance of the construction participants. It must also be noted that the model has been developed from the perspective of the Client (Owner).
This paper presents initial findings of ongoing research that is developing a best practice frame... more This paper presents initial findings of ongoing research that is developing a best practice framework for the implementation of empowerment within construction organisations. Data obtained from 53 construction and manufacturing organisations are analysed. Findings confirm 62 empowerment activities, specifically, their respective influence at four organisational levels (strategic, general, operational, and direct work), and the roles of operatives and management, in effectively performing them. It is shown that almost all levels of an organisation have a significant contribution to play in efficiently performing empowerment activities, whilst senior management (at strategic, general, and operational levels) has greatest influence. The investigation also demonstrates that necessary resources and a suitable environment are crucial for successful empowerment implementation.

This Special Issue provides a unique set of seven papers addressing issues allied to the subject of psychosocial and organisational-cultural influences, on construction stakeholders' financial performance. Unlike many other economic sectors, the construction sector frequently has to endure low margins and unpredictable profitability, whereand to some extent resultantlythe rate of business failure is comparatively higher than that for other sectors (Holt, 2013). The transient nature of a construction business portfolio tends to comprise a series of concurrent, overlapping, one-off projects that utilise heterogeneous human capital. Large business cycle fluctuations and weak financial positions of many of those organisations involved often make the final project outcome financially unpredictable, exposing construction stakeholders (predominantly clients, contractors, subcontractors and others in the supply chain) to risk. Over recent decades, there has been much debate among commentators regarding the "panacea" for success of construction organisations. Many have focused on the dichotomous relationship between "financial" and "non-financial" measures and their respective contribution (or otherwise!) to organisational success. There is, however, consensus among many of these commentators that financial measures alone are no longer the superlative criteria for measuring, assessing and managing success. Other criteria (being mindful that profit and similar financial metrics are parts of success and in practical terms remain an overriding goal) are therefore taking on new importance and issues such as "How can these non-financial measures represent success?" are challenging strategists confronted with growing organisational complexities and increased global market competition. To this end, one solution lies among those measures that reflect what organisations should do to achieve positive financial performance, which inter alia include psychosocial factors and working conditions driven by a strong organisational-culture and structure. This is so, because dimensions of culture consistently observed to be related to financial performance are strongly psychosocial in nature. These include stakeholder participation/ involvement (Rowlinson and Cheung, 2008); empowerment (Nesan and Holt, 1999), adaptability (Ram on and Koller, 2016) and strategic direction/mission (Oyewobi et al., 2015). Additionally, organisational structure should continually adapt to evolving (business) environmental dynamism (Holt, 2015) in striving for superior performance. Psychosocial and organisational-cultural dimensions can motivate that most precious resource, people, by positively affecting their attitude and making them valuable contributors to efficiency and effectiveness. They enable people to obtain information, use knowledge and respond to situations and problems more effectivelythus improving organisational growth. Much literature has confirmed that organisations with an embedded "people" culture have achieved more improved financial performance and growth, than their counterparts with weaker people cultures. However, some organisations that have implemented the above kinds of dimensions wonder why they have not yet experienced anticipated improved performance and become confused as to how these dimensions enable performance improvement. Such organisations need to consider if they have handled those dimensions in a balanced way, and, in appropriate measure(s).

However, during the conceptual design phase, envelope shape finding is defined without considering the energy performance during post-occupancy service life and sustainable characteristics (i.e. low carbon emission). In addition, there is no suitable method for designers to make such calculations. To bridge the post-occupancy service life in efficiency, this research developed an ideal envelope shape finding approach to facilitate the conceptual design phase.
