A most notable development is the international fragmentation of countries as countries and industries are increasingly contributing elements to a final product rather than completing the production activity solely within domestic boundaries. Underpinning these changes have been advances in technology and logistics performance facilitating the breakup of economic activity (Baldwin, 2012, 2016). Studies of marine protected areas as a tool for fisheries management have shown that protected ar... more Studies of marine protected areas as a tool for fisheries management have shown that protected areas have the potential to improve the level of resource rent generated in the fishery. The benefits to the fishery from protected areas have been shown to increase with sub-optimal management. However, some benefit that is derived from protected area creation in these circumstances is attributed to changes in effort levels. Both unique benefits, such as the hedge benefits of protected area creation, and non-unique benefits, such as shifts in effort levels towards optimal levels, are explored. Examples are taken from analysis of protected area creation in a predator-prey meta-population fishery under several different scenarios. It is suggested that much of the gain from protected area creation under sub-optimal management can be attributed to non-unique benefits, with the policy implications of this analysis also explored.

A stochastic bioeconomic model of a hypothetical predator-prey fishery is used to test the performance of protected areas in a fishery with heterogenous environments. Protected areas are analysed under density-dependent and sink-source dispersal relationships between the subpopulations that occur within the fishery. Differing management structures governing resource extraction are analysed. The focus of the study is placed on the biological and management characteristics that yield benefits to both fishers and society. It is shown that the establishment of a protected area improves fishery rent and lowers harvest variation. This result is sensitive to both current management controls and the correlation between species and patches.

Structural changes in the agriculture sector - that have driven changes in employment, educational opportunities and the provision of rural services - have affected some towns quite significantly. The combined analysis of Australian Bureau of Statistics census data and ABARE farm survey data provides insight into the state of rural economies and the resulting changing shape of regional society in Australia's wheat-sheep and pastoral zones.

In this paper, a stochastic bioeconomic model of a two-species fishery in the Manning Bioregion is used to test the performance of protected areas as a management tool in a fishery. The establishment of a protected area is analysed under the assumption of heterogenous environments that are linked via density-dependent or sink-source stock dispersal relationships. The sensitivity of the results to different degrees of management is also explored. The model is applied to the Ocean Prawn Trawl, and Ocean Trap and Line fisheries within Manning Bioregion in New South Wales, Australia. The focus of the study is placed on the biological and institutional characteristics that yield benefits to the fishery. It was found that protected area use in the Manning Bioregion is likely to have differing effects on the two fisheries examined, benefiting Ocean Trap and Line fishers but adversely affecting Ocean Prawn Trawl fishers. Overall, it is unlikely that protected area use will lead to an increase resource rent in the fishery.

Over 200 bilateral and regional trade agreements are currently in force, yet their impact remains... more Over 200 bilateral and regional trade agreements are currently in force, yet their impact remains a topic of debate. We analyse effects of 27 agreements that are of particular importance for Australia on the value of merchandise trade flows using data from 1970 up to the global financial crisis in 2008. We show that preferential trade agreements generally increase trade between members but that there are often offsetting negative effects on trade with non-signatories. In contrast to regional trading blocs and bilateral accords, agreements more oriented towards open trade principles have a positive impact on all trade flows of member nations.

The model is used to analyse the impacts of the safeguard trade barriers brought about by the United States in order to protect their domestic industry from so called unfair competition. Emphasis is placed on the likely effect to the Australian industry and possible policy responses available to the industry. A case study is made on Australia's three largest export products, namely slab, hot-rolled and cold-rolled steel, which share some substitutability in supply and demand due to the nature of the industry.

Focus will be placed on the relevant biological and economic conditions needed to provide a benefit to both fishers and conservationists alike. The fishing environment will be one of limited entry to better simulate the conditions which exist in many developed nations. Fishers will be assumed to operate across patches in which the fish stocks are linked via either sink-source or density dependant spatial relationships.

Global value chains (GVCs) in agriculture and food sectors have the potential to influence tradin... more Global value chains (GVCs) in agriculture and food sectors have the potential to influence trading relationships and the gains from trade for different sectors along the value chain. This report explores the way in which value from trade and GVC participation is created for the agriculture sector. It examines differences in returns to the sector from participation in GVCs and trade either directly in contrast to participation that relies on downstream domestic processing. The study makes use of a database on trade in value added for 22 agro-food sectors derived from the Global Trade Analysis Project (GTAP) database. The evidence presented in this paper suggests that aggregate value to the agriculture and to the economy overall from direct participation in trade and GVCs generates at least as much value as participation that relies on domestic downstream processing. Similar overall gains from primary exports are associated with greater volumes and the value created from ‘value addition’ to these exports – the embodied service and other inputs. Indeed, countries that specialise in primary exports have higher shares of service value added in these exports, with this also being a determinant of value growth for middle-income countries.
