The post-neoliberal experiment in Brazil hinged on the idea that the state should take an increas... more The post-neoliberal experiment in Brazil hinged on the idea that the state should take an increasingly greater role in most aspects of a country’s life, especially the economy and in its general development mode. From the early 2000s, the return of the state, powered by the so-called “New Left” post-neoliberal policies and governance stance seemed to work as a novel approach to a return of the all-encompassing socially inclusive welfare state. Until the second semester of 2015, the project of post-neoliberal inclusive development attained remarkable success. Benefitted by a benign global economic scenario, buoyed by China’s growth and bolstered by rising commodity prices, the Brazilian state created and maintained food and social security policies, and reached a certain level of improved fiscal policy and reduced external and internal debt. The tensions of overt and covert agreements between government and businesses, weak governance mechanisms and growing unsustainable social expectations foundered the experiment. I specifically examine the roles of BNDES, Petrobras, the Bolsa Família program, China as a trade partner and the Lava Jato Operation as drivers of the multiple crises Brazil faces in 2016. This article explores the unsustainability of the economic and political basis of the post-neoliberal experiment in Brazil (2003-2014) and argues that it in fact ended in the first semester of 2015.

Droughts followed by famines were common in Brazil, mainly in Northeast Brazil, until the 1980s a... more Droughts followed by famines were common in Brazil, mainly in Northeast Brazil, until the 1980s and were frequently devastating, destroying livelihoods. A succession of droughts resulted in harvest failure, triggering famines in some cases. Famine-like conditions prevailed mainly in the 1877-79 Grande Seca (Great Drought), in which many died of malnutrition-related causes. In subsequent droughts, famine-like conditions reoccurred, but the extent of starvation-induced deaths declined to almost zero. Do only available political theories and known natural and socio-political factors, such as climate, topography, and market viability, provide sufficient data to investigate the causes of the drought of 1877-1879? The author concludes that there is little or no research, accumulated knowledge and information on the possible factors that satisfactorily explain why the drought and famine episodes were so impactful in that period.

In many regions of the world, the multiple uses of transboundary fresh water have been a critical... more In many regions of the world, the multiple uses of transboundary fresh water have been a critically important component for regional stability. This situation explains why, in many cases, water management has commonly become linked to national security concerns. But, in what intensity? In search for answers, we analyze the cases of Southern Africa and the Jordan River Basin due to their prevailing condition of hydrological stress. To verify the role played by governance mechanisms in accommodating the interests of riparian states, the Hydropolitical Complexes model was applied in a comparative perspective. Our findings suggest a trend towards cooperation in Southern Africa due to the successful institutionalization of management mechanisms capable of minimizing potential conflicts. In the Jordan Basin, however, the struggle for control of water resources has been a paramount feature in the maintenance of a tense and resilient non-cooperative framework among riparian countries.

Bolsa Família and Brazil: A Non-Systematic Literature Review

This paper provides a synthesis of some of the current evidence on the outcomes of Brazil’s Bolsa... more This paper provides a synthesis of some of the current evidence on the outcomes of Brazil’s Bolsa Família program in uprooting the poorest of the poor from extreme poverty and breaking intergenerational transmission of poverty. The literature was reviewed in an effort to provide some clarity on the ongoing debate regarding what Bolsa Família truly is, what it has achieved and the way forward. A review of the literature shows a clear need to better understand results achieved, elucidate false premises and point the way ahead. The synthesis revolves around three main sections: i) what Bolsa Família is; ii) the present situation, that is, what it has achieved this far; and iii) six false assumptions regarding the program that have been largely refuted by recent research. I close the paper with the main ideas regarding the future of the public policy and a brief conclusion.

Brazil is also the guardian of the most diverse eco-systems in the planet and is continuously wrestling between the expansion of the agricultural land area and the preservation of the most diverse fauna and flora, embodied in the Amazon forest. Addressing the international political economy of trade and food security from a Brazilian perspective, this paper argues that the main obstacles facing Brazil in food security are not domestic, but international. O principal instrumento jurídico internacional destinado a banir o uso, a produção e as transferê... more O principal instrumento jurídico internacional destinado a banir o uso, a produção e as transferências internacionais de minas terrestres antipessoais é o Tratado de Ottawa, aprovado em 1997 e que, em junho de 2011, possuía 156 Estados signatários. No processo que conduziu à sua aprovação, diversas organizações da sociedade civil, em vários países, desempenharam papel de destaque por meio de uma forte pressão exercida sobre alguns governos nacionais, promovendo uma campanha de amplo impacto midiático e que obteve apoio de algumas celebridades, especialmente de Diana, princesa de Gales. O presente artigo tem como objetivo discutir a questão do banimento das minas terrestres antipessoais a partir dessa perspectiva, demonstrando que, em alguns temas com consequências humanitárias negativas muito evidentes, é possível que os governos reajam positivamente às pressões da sociedade civil.
