Vaikka tulosten mukaan t&k on kasvamassa, hallituksen asettamaa 4 %:n t&k-intensiteettiä ei näill... more Vaikka tulosten mukaan t&k on kasvamassa, hallituksen asettamaa 4 %:n t&k-intensiteettiä ei näillä näkymin olla saavuttamassa vuoteen 2030 mennessä. Raportti keskittyy yritysten t&k:n kehitykseen, t&k-sijaintipaikkaan ja t&k-intensiteetin kasvuun. Tulosten mukaan Ruotsi, Baltia ja Saksa ovat kovimmat kilpailijamme t&k:n sijaintimaina. Suuryritysten t&k:ssa Suomi on varsin hyvin säilyttänyt kilpailukykynsä, mutta toimintaympäristön isot muutokset tai t&k-henkilöstön saatavuusongelmat voivat tämän muuttaa. Tärkeimmät sijaintitekijät ovat t&k-henkilöstön saatavuus, muiden yksiköiden ja asiakkaiden läheisyys. T&k:n sijoittuessa ulkomaille painavimmat tekijät olivat t&k-henkilöstön kustannukset ja saatavuus sekä t&k-tuet. Suosittelemme kokonaisvaltaista ja pitkäjänteistä innovaatiopolitiikkaa, missä huomioidaan niin t&k:n lisäämiseen ja vaikuttavuuteen kuin osaamisen määrän ja laatuun kohdistuvia toimenpiteitä. Yrityksille suunnattuja julkisia t&k-panostuksia tulisi painottaa kasvuhakuisiin yrityksiin. Pelkkä raha ei kuitenkaan ratkaise kaikkea. Samaan aikaan on helpotettava t&k-henkilöstön saatavuusongelmia. Nopein politiikkatoimi koskee ulkomaalaisten t&ktyöntekijöiden työlupien saannin nopeuttamista ja helpottamista. Koulutuspaikkojen määrillä voidaan lisätä saatavuutta pidemmällä aikavälillä. T&k ei kuitenkaan ole päämäärä vaan keino muiden tavoitteiden saavuttamiseksi. Sen lisäksi pyritään selvittämään teollisoikeuksien hyödyntämisestä syntyvää arvoa suomalaisten yritysten ja Suomen kansantalouden näkökulmasta.

Publikationens delar /andra producerade versioner Utgivningsdatum Februari, 2019 Sidantal 152 Spr... more Publikationens delar /andra producerade versioner Utgivningsdatum Februari, 2019 Sidantal 152 Språk Engelska Sammandrag Studien ger en aktuell bild över hur centrala högteknologiländer jämförbara med Finland har reagerat på arbetslivets omvandling samt finansierat och strukturerat livslångt lärande. Målet med studien var att beskriva strukturer och praxis för livslångt lärande i fem jämförbara länder. Danmark, Irland, Sydkorea, Nederländerna och Singapore (bilaga 1-5) valdes till studien för jämförelse. Studien omfattar inte en beskrivning över strukturer och praxis för livslångt lärande i Finland. Resultaten grundar sig på en litteraturöversikt, på intervjuer med inhemska och internationella sakkunniga inom utbildning samt på expertworkshoppar. Studien har även tagit fram rekommendationer för hur Finland kunde lära sig av andra länder. Flera länder har undersökt hur man kunde utveckla olika metoder för att finansiera livslångt lärande med olika lösningar och stöda individers inlärningsmöjligheter genom diverse modeller för utbildningskonton ochsedlar. Det skulle löna sig för Finland att göra motsvarande försök med att utveckla finansieringsmodeller och bättre rikta finansieringen till själva inlärarna. Finland borde dessutom stöda innovationer som utnyttjar digitaliseringen, till exempel plattformar som är öppna för alla. Man borde även främja ett närmare samarbete mellan arbetslivet och utbildningsinstitutioner. Finland behöver en långsiktig nationell strategi för livslångt lärande samt en genomförandestruktur som stöder denna strategi. Man bör fästa särskild uppmärksamhet på stöd för livslångt lärande i den kommande socialreformen.

The role of RDI activities is, especially over the longer timespan, to develop novel technologies, solutions, and treatment interventions as well as improve (cost) effectiveness of healthcare and social services. This study focuses particularly on the structures and organization of RDI within healthcare and social services, and good practices for organizing RDI. Ove the main findings of the study is that there is a clear need for strategic planning and coordination in the regions. The overall view to RDI activities needs sharpening both nationally and within regions in multidisciplinary collaboration. In the future, as the regional autonomy and degrees of freedom for planning and organizing grow, it is paramount that national authorities facilitate a discussion on the goals of healthcare and social services. En starkare informationsledning och en bred situationsanalys är förutsättningar för att målen för social-och hälsovårdsreformen och landskapsreformen ska kunna uppnås samt för att landskapens framtida uppdrag ska kunna lösas. Målet med denna utredning var att ta fram en referensram för informationsbaserad regional utveckling där de bästa modellerna och bästa praxis från statlig och regional nivå kombineras. Situationsbilden bygger på ett gemensamt statistikunderlag som kompletteras av erfarenhetsbaserad uppföljnings-och prognostisk information. Situationsbilden belyser centrala teman och dynamiken inom regional utveckling och gör det möjligt att på regional nivå granska de kombinerade effekterna av åtgärder som vidtas inom olika förvaltningsområden. Målet med situationsbilden är att fördjupa kunskaperna om frågor som är centrala för den regionala utvecklingen samt att lyfta fram dessa frågor i politiska diskussioner. Informationsproduktion och utnyttjande av information vid beslutsfattande genomgår en stor omvälvning i och med digitaliseringen och den ständigt ökande informationsproduktionen. Arbetet med situationsbilden kräver en ny typ av djupa tvärpolitiska samtal och ett ökande samförstånd mellan de olika ministerierna och landskapen. Dessutom krävs det ständigt lärande för att informationsbaserad ledning ska bli en integrerad del av det politiska arbetet. Kunskapen om informationsledning måste därför förbättras framöver och det kommer att krävas ökade resurser inom statsförvaltningen och landskapen samtidigt som man måste ta fram verktyg för informationsanalys och samarbetsplattformar för de som producerar information och de som behöver den. Within the last few years, the topic of knowledge management has gathered a lot of interest in th... more Within the last few years, the topic of knowledge management has gathered a lot of interest in the corporate sectors. Although there is no commonly agreed upon definition of knowledge management, companies, governments, institutions and organizations are demonstrating an increasing interest in the topic. The key argument of this article is that most current interpretations of knowledge management are relevant to the industrial world of business of the past era. Given their origin in the 'old world' of business, many such interpretations of knowledge management may have serious and adverse implications for information strategy of enterprises, governments and institutions. The discussion surfaces the key assumptions about information strategy and how they need to be considered afresh given the changing assumptions about business strategy and competitive business environment. Based on this discussion a new perspective of knowledge management is proposed followed by suggestions for the managers to effectively deploy it in the 'new world' of e-business. For the purpose of this article, the focus of discussion is on e-business enterprises as most observations are already evident in such organizations. However, most of the arguments, observations and conclusions are also relevant to executives interested in information strategy and business transformation for other post-industrial organizations in the twenty first century.

The aim of our paper is to elaborate the strategies and tactics of expectation management in business-to-business setting. We start by presenting the nature and sources of expectations, then move on to discuss relationship management strategy and relation portfolio. After that, a classification of expectation management strategies is introduced and tactics for practice are presented. Finally, we divide expectations into classis, mega and nano expectations and suggest that by engaging in qualitative study of expectations in business forecasting research we would gain new knowledge in the area.

The aim of this paper is to describe the development of research on dynamics within IMP research ... more The aim of this paper is to describe the development of research on dynamics within IMP research by presenting a review of IMP conferences 1998 in Turku and 2003 in Lugano. The findings of this study suggest that IMP researchers increasingly mention the dynamic aspects of actor constellations, resources, and processes in their writings, but studies that are focusing on dynamics per se have in fact not increased. This situation could have negative consequences for the theory development of the IMP Group, if it does not pay enough attention to the dynamic aspects of social and economic activities. We suggest that research efforts within the IMP Group focus on the dynamic aspects of actor constellations, resources, or processes rather than to keep utilizing structural research.
This journey will be unforgettable for me, not only because of the journey itself, but also becau... more This journey will be unforgettable for me, not only because of the journey itself, but also because of the other important things that has happened during the journey. This journey has taught me a lot, not only as a researcher, but as a person. In addition to my relief, I am feeling a little bit bittersweet, as this journey ends. I have not made this journey alone. Many people have walked a while with me, and in their own special way, helped me along the journey. From the beginning to the end, my supervisor, Professor Uolevi Lehtinen, has inspired me by questioning the decisions I have made, and also motivated me especially during the darkest moments of the journey. Dr. Raija Järvinen and Dr. Tuula Mittilä have provided their insights and thoughts, and shared the moments of sorrow and joy, both as fellow researchers and as friends. Licentiate Jaana Tähtinen, also has lived along the journey by giving the refreshing view from up North. During the journey I have been privileged to attend several international and national conferences, and KATAJA's courses and tutorials. I would like thank professors Aino Halinen-Kaila, Kristian Möller and Kjell Grönhaug for their valuable comments during these events. Docent Jarmo R. Lehtinen, also provided me with new insights during the research seminars held in the University of Tampere. One of the most interesting parts of the journey was the dive into the deep sea of the practical reality. This was enabled by the of the people from the Avionics division and the depot, as they devoted their time for discussions and interviews. During the last phases of the journey, when I sometimes felt weary, I received encouraging comments from several people. Especially insightful were the comments by Dr. Maria Holmlund and Dr. Raija Järvinen. And, during the last meters, my official examiners, professors Aino Halinen-Kaila and Tore Strandvik, gave me valuable proposals for the improvement of the manuscript. I would also like to thank Marja-Leena Salonen, Michael Beever, and especially Brett Fifield for devoting their time and for correcting and improving the language of the manuscript.
