Prof. Hany Besada is a Non-Resident Senior Research Fellow with the UN University Institute for Natural Resources in Africa and a Research Professor at the Institute of African Studies, Carleton University. He is also a Senior Fellow with the Centre on Governance at the University of Ottawa. Until recently he served as Regional Advisor at the African Mineral Development Centre (AMDC) at the United Nations Economic Commission for Africa (UNECA). Prior to that he worked as Research Specialist on the United Nations High Level Panel Secretariat-Post 2015 Development Agenda, United Nations Development Program (UNDP) in New York. Previously, Prof. Besada was Program Leader and Senior Researcher at the Centre for International Governance Innovation (CIGI) in Waterloo, Canada where he oversaw the Health and Social Governance Program. Prior to moving to Canada, he was the Principle Researcher: Business in Africa at the South African Institute of International Affairs (SAIIA) in Johannesburg, South Africa. Prof. Besada has worked as Policy Advisor for the South African Ministry of Local and Provisional Government, Amnesty International, United Nations Associations, the Joan Kroc Institute of Peace and Justice (IPJ) and the Office of US Senator Dianne Feinstein. He has consulted for the United Nations University Institute for Water, Environment and Health, United Nations Office for Sustainable Development, United States International Development Agency, African Capacity Building Foundation, and the Sierra Leone Government.

Prof. Besada has published widely in international news media and academic journals. He is the author of 80 peer-reviewed scholarly and policy papers and over 70 opinion pieces. The MDGs were adopted during the 2000 Millennium Summit of the United Nations to address the various dimensions of poverty such as hunger, disease, and exclusion while promoting gender equality, education and environmental sustainability. The book considers whether the MDGs were effective in transforming the narrative around poverty and its many dimensions through multilateral organisations, identifying what worked and what needs to change in the context of the Post-2015 Development Agenda. It also discusses the changing nature of poverty and inequality as well as the role of state and increasingly non-state actors, including civil society groups, in shaping the debate around accountability, progress and inclusiveness. This chapter provides an overview of the impact of globalisation on the MDGs, criticisms of the MDGs, and the Post-2015 Development Agenda. It also explains the purpose and plan for the book.

The UN Peacebuilding Fund, alongside key development partners, is supporting these efforts. Notwithstanding the crisis in Côte d'Ivoire, that country remains an important economic engine for the region. Traffic at the Port of Abidjan rose by 13.5 percent in 2007 to a record 21.4 million tonnes, owing in part to recently signed agreements with Mali and Burkina Faso. With the signing of the Ouagadougou Agreement in March 2007 and the Supplementary Agreements in November, predictions are that GDP growth for Côte d'Ivoire will reach 5 percent in five years' time. It stood at only 1.5 percent for 2007. Liberia is rich in natural resources-timber, diamonds, rubber-and the government is working hard to put the regulatory frameworks in place to ensure that these industries remain sustainable and that the benefits return to the country and are not squandered, which was what happened during the protracted war. Private-sector investment in developing countries has the potential to bring development, greater prosperity, and an enhanced quality of life to communities around the globe. The impact of business activity is usually positive; sometimes, however, the security and well-being of people may be negatively affected. When conducting business in developing countries, companies have been known to contribute to human-rights violations or environmental degradation. In zones of conflict or weak governance, the challenges faced by business are greater and more complex, as is the potential for harm to individuals. Canadian firms are active in the region, especially in the mining, petroleum, and environmental sectors, in which they have long experience. Over the past few years, with the return of peace and stability, they have shown increased interest in the region. And Canadian companies are not alone-others, too, have been eyeing Sierra Leone, Liberia, and Côte d'Ivoire and investing in those countries. Civil society has an important role to play in the effective management of natural resources, and a number of Canadian and local organizations are active in monitoring the extractive industries and supporting those communities that are directly affected. Civil society can and does work collaboratively with companies in extractive industries. At the same time, they do much to promote human rights and sustainable development and to educate companies regarding both. The natural-resources sector, if managed effectively, can contribute a great deal to conflict prevention as well as to regional peace and security. Naturalresource revenues can be a force for stability, social development, and sustained economic growth when they are reinvested in human-resource development-in education, communications, health care, and the like. Corporate social responsibility (CSR)-which companies realize is vital to their long-term growth-is taking hold in the region. research project takes as its departure point the experience of South African investors in the re... more research project takes as its departure point the experience of South African investors in the rest of Africa. The programme proposes to draw lessons for policy makers from the successes, but also to note the failures of South African businesses on the continent. The Business in Africa project complements SANA' S existing New Partnership for Africa's Development (Nepad) governance and democracy project. It is widely recognised that the 7% average annual growth that is required under the Nepad programme will not be achievable through aid only, and that the private sector has a critical contribution to make. SAIIA believes it is important to emphasise some of the positive aspects of doing business in Africa, while looking at some of the constraints that companies face on the continent. SAIIA is conducting a series of country and sectoral studies for this purpose, and Ghana was selected because of the substantial interest that South African businesses have shown in that country. Also, Ghana is generally regarded as a launching-pad into the Economic Community of West African States (ECOWAS) for companies wishing to expand into the region.

From Civil Strife to Peace Building examines peace-building efforts in the fragile West African s... more From Civil Strife to Peace Building examines peace-building efforts in the fragile West African states of Sierra Leone, Liberia, and Côte d'Ivoire, with a focus on the role of the private sector in leading the reconstruction initiatives. Given that aid and debt relief, the traditional remedies for dependency and underdevelopment, have not been effective, the private sector is increasingly viewed as a major player in the revival of regional economies. Private sector support, however, requires government intervention to improve investment climates, curb corruption, strengthen the security sector, and reduce the cost of doing business. The contributors discuss ways in which West African governments can encourage the greater involvement of business in humanitarian support with incentives that demonstrate alignment with business objectives and profit margins, making humanitarian support simple and, more importantly, profitable and sustainable for both local and foreign investors

This paper examines the current state of natural resource development and governance in Kenya, ar... more This paper examines the current state of natural resource development and governance in Kenya, arguing that while the country has taken several meaningful and positive steps towards less dependence on the agriculture sector and towards critical economic diversification from its underexploited mineral resources, significant challenges remain. Kenya is a heavily agriculture-reliant economy' this sector accounts for approximately one quarter of its gross domestic product (GDP). The Government of Kenya recently publicly espoused a position of seeking to reduce its dependence on agriculture in order to diversify its economy. The focus is on the development of its extractives sector which presently accounts for just 1 per cent of GDP and less than 3 per cent of the country's total export revenues (ICES, 2014). A question relevant to this shift is whether Kenya's existing governance and institutional systems are capable of managing this change from agriculture to extractive industry so as to ensure future sustainable outputs and growth overall. As such, this paper examines the current state of natural resource development alongside governance in Kenya. Implications for inclusive economic development are considered, along with the prospects of attaining broadly beneficial administrative reforms conducive to economic growth and the amelioration of Kenya's socioeconomic position. As Ghana continues to develop into one of West Africa&#39;s economic leaders, the extractive ... more As Ghana continues to develop into one of West Africa&#39;s economic leaders, the extractive resource sector will play a critical role in the country&#39;s industrialization in a post-industrial world, especially through mining and oil. As of 2020, Ghana&#39;s extractive sector generates for 17 percent of government revenue and 67 percent of exports. Gold accounts for 93 percent of the country&#39;s mining revenue, while the mining industry accounts for 10 percent. Essentially, the mineral sector is valuable to Ghana, yet it continues to lack the attention it requires in policy development and implementation. In light of this, this paper aims to highlight the potential positive outcomes of leveraging the extractive sector in Ghana as a tool for sustainable development and inclusive economic growth. Utilizing policy reviews, the paper analyses the implementation of laws, capacity limitations, and policy gaps in Ghana, and suggests steps toward addressing them. The paper further examines Ghana&#39;s fiscal regime, diversification of economy, linkages between sectors and inclusive economic transformation. The paper concludes that the extractives industryin particular the oil sectorcan, through effective policy implementation and revenue management, contribute to economic diversity and socioeconomic development.
