This chapter reconsiders this approach by taking into account the higher mobility of these resources and their embedding in a broader valuation system. Taking as its case study Western Switzerland’s photovoltaic industry, the concept of ‘innovative milieu’ is re-examined in a context of growing economic, political and social interest in sustainable development. The term of ‘multi-local valuation milieu’ is introduced to explore further such a new socio-economic concern.

While there is one prior published empirical study of the Eighth Circuit, it involved the Circuit's reversal rates for district judges. That study found that the Circuit reversed district judges who had prior affiliations with the Democratic party roughly one and a half times as often as those whose prior affiliations were with the Republican party. Various territorial innovation models have been developed since the 1980s, offering a new perspec... more Various territorial innovation models have been developed since the 1980s, offering a new perspective on how certain regional production systems have grown out of the innovation and training processes specific to particular local milieus. This article reconsiders this approach, both to take into account the greater mobility of resources, and to understand how innovation is constitutive of a broader system of socio-economic evaluation. Based on an enlarged theoretical debate and a comprehensive reading of the photovoltaic industry in Western Switzerland, the concept of the ‘innovative milieu’ is re-examined in the context of ever-increasing economic, political, and social interest in sustainable development. The notion of ‘multi-local valuation milieu’ is proposed as an exploratory framework to nurture new theoretical and policy debates regarding innovation and territories. JEL Codes: O31, L22, L26

Cet article expose les dilemmes conceptuels poses par l’evolution de l’industrie horlogere suisse... more Cet article expose les dilemmes conceptuels poses par l’evolution de l’industrie horlogere suisse des quinze dernieres annees vis-a-vis des modeles territoriaux d’innovation existants. L’argument mis en avant est que ces modeles permettent de comprendre comment les dynamiques territoriales sont a la base du changement economique mais pas comment la valeur economique de ce changement se construit territorialement. Sur la base de differentes theories socio-economiques des marches et d’illustrations empiriques du cas de l’horlogerie suisse, l’article propose une approche relationnelle, institutionnelle et transactionnelle de la valeur. Le concept de « valuation » est introduit comme cadre d’interpretation des dynamiques territoriales d’innovation contemporaines. Ces dynamiques ne se resument pas a la capacite d’un systeme d’innovation local a produire differemment de la concurrence. Elles impliquent egalement la capacite de ce systeme a s’inserer dans des reseaux multi-locaux de co-production et de consommation.Classification JEL : O31, O32, O33, R11.

Beyond R&D and competitiveness theories of innovation, various conceptual broadenings have recent... more Beyond R&D and competitiveness theories of innovation, various conceptual broadenings have recently been proposed to tackle the complex, multidimensional and multi-level dynamics of innovation at stake in the transformation of the economy and society towards new sustainable development regimes. This paper proposes a reading of these conceptual broadenings as a matter of 'valuation'. In line with pragmatic theories of socio-economic value and market construction, it is argued that value creation is not the result or byproduct of innovation. In contrast to traditional regulation and R&D policies, which confine themselves to framing innovation, valuation policies are endogenous triggers of the transformation of a value regime. Value creation is about inquiring into new values in society, translating them into social and technological solutions and making them valuable in markets. In this perspective, pilot and demonstration (P&D) projects in current transition policies can be interpreted as fundamental inceptions of new values that are not predetermined by innovation but actuated through complex processes of value co-creation in society and markets, and which engage policies as agents of change. By focusing on the purpose behind the sustainability transition rather than the factors that contribute to it, a valuation policy approach offers new insights for future research and policy.

Rather than being a radical innovation, the development of this new form of restaurants can be understood through the concept of path plasticity. That is innovation and change occurring within a well-established institutional setting of technology/knowledge development path (Paris catering services in our case) without necessarily breaking out of the path in question. Quality fast food has developed relying on the existing structures of the catering production system while creating bridges between two kinds of restaurants: traditional tasty and fine cuisine and fast food way of eating.

Beyond production and standards: toward a status market approach to territorial innovation and knowledge policy, Regional Studies. Current theoretical and policy models of innovation are usually production based and give prominence to producer-supplier relations. Drawing on a socioeconomic approach to markets, the paper reconsiders these established models in order to broaden the understanding of innovation and territorial knowledge dynamics. The premium segment sports cars innovated in the UK's West Midlands is examined and the production and standard market of the global automotive industry is contrasted with the status market in which new local innovation embed across specific supplier-producer and producer-consumer relations. A status innovation policy approach is finally proposed to address innovation in developed economies.
