A reviewer wrote in 2003, that it was an experience "more than a little 'jarring'. For it becomes evident soon enough, that his writings on India, although strewn with all the correct phrases, are twisted just enough to give any Indian reading his work, that strange feeling you get when you try and read something using your wife's glasses" 1 The reason for this is something which dawned on me after watching Steve Cohen over a protracted period of over four decades. I realised that every one commenting on the writings by Steve was looking through the conceptual lens of political science or strategic affairs on Southern Asia when he actually has transgressed into the rarefied atmospherics of a cultural historian with his present book-much like what A L Basham became after writing The Wonder That Was India. Over this long period of gestation, a certain amount of "Cohenism" has taken shape, which will remain as his unique signature discernable to place Cohen as one of the most prolific chroniclers of events in South Asia. Cohen, thus, has carved out an important place amongst the international intellectual and academic milieu. However, seeing the critical evaluation of his work since 2003, whether this status will be acceptable or appreciated by the CLAWS Journal l Winter 2013 239 upcoming young Indian scholars of international relations, international security and political theory or the academia in general is questionable.

The South China Sea (SCS) covers an area of nearly four million square kilometers. It is estimated that US $5 trillion worth of sea borne trade and onethird of the world's commercial shipping passes through the SCS every year. It is one of the most important trade routes in the world. It has an enormous energy and marine life resource potential. It is estimated to have a deposit of 11 billion barrels of oil and 190 trillion cubic feet of natural gas. An estimated 12 per cent of the global fisheries catch is available in the SCS area. The Chinese Communist Power in Beijing claims over SCS is represented by a map of 1947 vintage called the nine-dash line. Presently, the disputed claims by various countries in the South China Sea are given below.

Annex VII, however, provides that the "[a]bsence of a party or failure of a party to defend its case shall not constitute a bar to the proceedings." Annex VII also provides that, in the event that a party does not participate in the proceedings, a tribunal "must satisfy itself not only that it has jurisdiction over the dispute but also that the claim is well founded in fact and law." Accordingly, throughout these proceedings, the Tribunal has taken steps to test the accuracy of the Philippines' claims, including by requesting further written submissions from the Philippines, by questioning the Philippines both prior to and during two hearings, by appointing independent experts to report to the Tribunal on technical matters, and by obtaining historical evidence concerning features in the South China Sea and providing it to the Parties for comment." China, the Tribunal noted " has also made clear-through the publication of a Position Paper in December 2014 and in other official statements-that, in its view, the Tribunal lacks jurisdiction in this matter. Article 288 of the Convention provides that: "In the event of a dispute as to whether a court or tribunal has jurisdiction, the matter shall be settled by decision of that court or tribunal." Accordingly, the Tribunal convened a hearing on jurisdiction and admissibility in July 2015 and rendered an Award on Jurisdiction and Admissibility on 29 October 2015, deciding some issues of jurisdiction and deferring others for further consideration. The Tribunal then convened a hearing on the merits from 24 to 30 November 2015." The Tribunal hence stated, "the Award of today's date, addresses the issues of jurisdiction not decided in the Award on Jurisdiction and Admissibility and the merits of the Philippines' claims over which the Tribunal has jurisdiction. The Award is final and binding, as set out in Article 296 of the Convention and Article 11 of Annex VII." In the following pages an attempt has been made to reconstruct the events from 1947 to date and present a cogent exposition of the South China Sea drama as it unfolded from the chronology of conflicts beginning in 1974 and has ended on 12 July 2016, with the unanimous award handed down by the Tribunal in favor of the Republic of Philippine against China.

The "Purpose of education" wrote Dr. Radhakrishnan " was not merely to produce an abstract intell... more The "Purpose of education" wrote Dr. Radhakrishnan " was not merely to produce an abstract intellectual or a high class technician, but to produce cultured personalities with restrained behavior and civilized manners". Subsequently he remarked, "Education is meant to enable an individual to attain his full potential". It is within this twin observations that we will try to place Professional Military Education (PME) as a partner to retain the philosophical and the temporal objectives of "Education" -a field which is fast changing due to the impact of market forces, globalization and the information explosion. More important is when Gen Gordon of Khartum stated that "The nation that will insist upon drawing a broad line of demarcation between the fighting man and the thinking man is liable to find its fighting done by fools and its thinking by cowards. 1 " Like 'to-days' science is slated to be the 'technology' of tomorrow, a warrior of today has to be the potential scholar of tomorrow. His views on life and ethics of life are far more holistic than any other professional in any other field for he is trained to be prepared to for his own demise or see the possibility of death overtaking his colleagues and those whom he commands at any time all the time due to the exigencies of the service conditions under which he operates.
