This dissertation presents an assessment of the effectiveness of MARPOL 73/78 in marine pollution management in Nigeria from 2015 to 2020. The study employs a mixed-methods research design, incorporating both quantitative and qualitative approaches to gather and analyze data. Through a comprehensive review of relevant literature and policy documents, the study utilized neoliberal institutionalism to establish a theoretical foundation for understanding the MARPOL 73/78 convention. Quantitative data is obtained from secondary sources, such as government reports and statistical databases, to evaluate the trends and extent of marine pollution incidents in Nigeria during the specified period. Additionally, qualitative data is collected through interviews with key stakeholders, including government officials and shipping companies. These interviews explore the perceptions, experiences, and attitudes towards MARPOL 73/78, shedding light on the enforcement mechanisms, challenges, and opportunities related to marine pollution management in Nigeria. The findings of the research suggest that Nigeria has made significant progress in implementing and enforcing MARPOL regulations. However, there are still challenges that need to be addressed, such as financial constraints, inadequate infrastructure, and a lack of modern technology and equipment. By addressing these challenges, Nigeria can improve its effectiveness in preventing marine pollution and protecting its marine environment. The study identifies key factors influencing the effectiveness of the convention, including enforcement practices, institutional capacity, and stakeholder engagement. Nigeria should continue to strengthen its institutional capacity to implement and enforce MARPOL regulations and increase its investment in infrastructure and technology to support the implementation and enforcement of MARPOL regulations. Lastly, Nigeria should raise awareness of MARPOL regulations among stakeholders in the maritime industry. Nigeria should work with international partners to share best practices and improve the implementation and enforcement of MARPOL regulations.
