Deputy Director of the Institute for Peace Research and Security Policy IFSH at the University of Hamburg and Head of the Interdisciplinary Research GroupArms Control and Disarmament (IFAR²) until 2019. Trained as a physicists at the University Düsseldorf, he was from 1984 to 1987 fellow at the Working Group Afheldt in the Max-Planck-Society“, a successor of the Max-Planck-Institute of C.F. von Weizsäcker in Starnberg near Munich. In 1995 he received his PhD. in mathematics at the University of Hamburg and is since 2007 a Professor at the Faculty of Mathematics, Informatics and Natural Sciences at the University of Hamburg, directing the Masterprogram “Peace and Security Studies” (MPS) until 2019. Since 2001 he is speaker of the Working Group „Physics and Disarmament“of the German Physical Society and member of the Council of the „Pugwash Conferences on Science and World Affairs as well as Representative of the Union of German Academies of Sciences with the Amaldi Conferences. Coordinator for the Deep Cuts Commission. Elected Foreign Member of the Russian Academy of Natural Sciences. Current working areas are: Nuclear Arms Control and Disarmament, Ballistic Missile Defense, Space/Cyber Security, Nonproliferation of Military Technology.

There is no doubt that the classical approach based on Richardson's differential equations simplifies the real process too much as it does not take into consideration a political interaction process between the competing sides. On the other hand, game theory offers wide variety of methods for modeling and analyzing interactions, but game theoretic models of the arms race do not consider the evolution of economical and arms potentials. In our model we split each round of an arms race into three main stages: the dynamic evolution of the arsenals (Richardson's model), threat assessment and diplomatic negotiations. Each of the two opponents goes through such a cycle. The cycles are linked by the diplomatic interaction process. What: An international group of scientists reviewed the potential consequences of climate enginee... more What: An international group of scientists reviewed the potential consequences of climate engineering and provided a first mapping of the problem landscape, identifying knowledge gaps and emerging research questions. When: 10-11 November 2011 Where: Hamburg, Germany T here is a growing discussion about the intentional manipulation and control of the climate system-known as "geoengineering" or "climate engineering." This is in part due to some scientists and political authorities considering geoengineering as a necessary "plan B" option for a "global last resort" to counter catastrophic climate change. While research on climate engineering is already attracting resources and interest, there is a lack of understanding of the potential consequences, in particular for peace and security. A workshop 1 held at the University of Hamburg, Germany, in the fall of 2011 examined these issues to identify gaps in our understanding of geoengineering and to address emerging questions (the conference program is available at ). In the opening keynote speech, an overview of the different possibilities for geoengineering Earth's climate generally identified two fundamental categories: carbon dioxide (CO 2 ) removal (CDR) and solar radiation management (SRM). The overarching goal of all measures is to offset climate change. However, it was argued that geoengineering cannot replace mitigation and adaptation measures when it comes to dealing with climate change-hence, reduction of carbon dioxide emissions remains of utmost importance. Summary Report – International FEL Expert Meeting: "Use of free-electron lasers and beyond: Scientific, technological, and legal aspects of dual use in international scientific cooperation

Rapid progress of modern X-ray sources, such as free-electron-lasers (FELs), offers new scientifi... more Rapid progress of modern X-ray sources, such as free-electron-lasers (FELs), offers new scientific opportunities while continuously pushing technological boundaries. We at DESY and European XFEL are operating complex and highly advanced large-scale research infrastructures for international user communities in open access, allowing research by our statutes for civil purposes only. In this respect, we are deeply committed to handling research at our facilities in a most responsible way and abiding by the regulatory frameworks of export control. A highly relevant area for responsible acting is related to so-called "dual use" technologies that could have both civil and military applications. It is important to identify, from early on, sensitive issues and areas of dual use, while minimizing the involved threats and misuse. However, scientific applications and technologies, in particular at FELs, are advancing, and we are entering new terrain that requires serious assessments about to which extent dual-use research might become an issue. Such concerns and considerations have to be taken seriously at laboratories and in the international research communitiesotherwise, we risk losing the benefits of an open science system with international collaboration coming under intensive pressure and restrictions. This motivated us to organize an international expert meeting where FEL science and technologies were discussed in relation to potential military applications. The meeting was held on 4-5 November 2019 in Hamburg, and was, in our view, a big success. It was a major feature to bring together expert scientists from various fields and senior officials from major accelerator labs all over the world to exchange and share our experiences and assessments on sensitive issues around FELs and related technologies. Guidelines and policies facing the challenges of handling responsible research were discussed, as our organizations must also have proper practices in place in order to ensure full compliance under national or European regulation frameworks, such as export control. November was a fruitful experience and will bear a long-lasting and fond memory for our guests. We are now very pleased to present you with this report as a summary of the international expert meeting. All keynotes and main contributions from the parallel sessions as well as the session summaries are captured and documented in this report. In the subsequent discussions, when writing this report, additional issues could be better clarified and further information that came to light was included. All of this helps us to raise the appropriate awareness and to sharpen the understanding of dual-use issues within the community. The report also offers some findings that we hope will impact future discussions and policies to better manage and handle research. We would like to warmly thank the editors, W. Kircheisen, F. Lehner, F. Le Pimpec, and G. Neuneck, as well as the contributing authors and all reviewers. They have worked very hard in generating this document and in making very valuable suggestions to improve the work.
