However, in Argentina, where over 60% of adults and 40% of children and adolescents are overweight or obese, little is known about the difference in cost and affordability of healthier diets compared to ordinary, less healthy ones. Methods We implemented an adaptation of the "optimal approach" proposed by the International Network for Food and Obesity/non-communicable diseases Research, Monitoring and Action Support (INFORMAS). We modelled the current diet and two types of healthy diets, one equal in energy with the current diet and one 6.3% lower in energy. Cost estimations were performed by collecting food product prices and running a Monte Carlo simulation (10,000 iterations) to obtain a range of costs for each model diet. Design Cross-sectional study using an empty tobacco pack survey with a simple random cluster sampling design. Classification as licit/illicit using forensic analysis of tax stamps and packs and econometric modelling. Setting Cities of Buenos Aires, La Matanza, Cordoba, Rosario, Mendoza, Neuquen, Posadas, Salta; January–June 2019. Results Of a total sample of 15 658 packs, 83.2% were manufactured in Argentina and 16.8% were foreign packs. Overall ITT prevalence—weighted by district population size—was estimated at 13.7%, where 6.1% was attributable to stamp counterfeiting—that is, a forged stamp not issued by the national tax authority—and 7.6% to contraband smuggling of foreign cigarette packs—that is, illicit trade of packs across national borders. While Illicit Tobacco Trade (ITT) is a serious threat to the effectiveness of tobacco control pol... more While Illicit Tobacco Trade (ITT) is a serious threat to the effectiveness of tobacco control policies worldwide, to this day tobacco-industry independent estimations of the size of the market for illicit tobacco products in the region are still very scarce. There is evidence that the tobacco industry often manipulates ITT estimates to influence policy-making and hinder tobacco control measures. In this study, we sought to bridge this knowledge gap by generating data on the prevalence of cigarette illicit trade in the city of Buenos Aires, capital of Argentina. We used an empty tobacco pack survey approach with a simple random cluster sampling design. A total of 4,906 packs were collected. Determination of packs as licit/illicit was conducted by forensic analysis of tax stamps and econometric modelling.
