Monique FORT (PhD in Quaternary Geology, State Doctorate in Geography) is Emeritus Professor of Geomorphology and Environmental Sciences, Natural Hazards and Risks, at Paris Cité University. She worked extensively in various active mountains of the world (Alps, Central Asia and Himalayas), with additional experiences in Brazil, Mexico, Marocco, Turkey, Indonesia and Cameroon. Her main research interests evolved from the relations of landforms with respect to geological structures, then to glacial and climatic fluctuations and palaeoenvironmental reconstructions. More recent work includes studies on current instabilities and natural hazards: large scale landslides, catastrophic floods, their impacts and their prevention, in France and in the Nepal Himalayas.

Landslides are common natural hazards in the Southern French Alps, where they may affect human lives and cause severe damages to infrastructures. As a part of the SAMCO research project dedicated to risk evaluation in mountain areas, this study focuses on the Guil river catchment (317 km²), Queyras, to assess landslide hazard poorly studied until now. In that area, landslides are mainly occasional, low amplitude phenomena, with limited direct impacts when compared to other hazards such as floods or snow avalanches. However, when interacting with floods during extreme rainfall events, landslides may have indirect consequences of greater importance because of strong hillslope-channel connectivity along the Guil River and its tributaries (i.e. positive feedbacks). Durant ma carrière, mes terrains de recherche himalayens (Népal et NW de l’Inde) ont porté sur le... more Durant ma carrière, mes terrains de recherche himalayens (Népal et NW de l’Inde) ont porté sur les relations Hommes/milieux. Des hautes vallées glaciaires où l’histoire de leur passé quaternaire fut l’objet de ma thèse de doctorat, mon regard s’est peu à peu déplacé vers les vallées plus chaudes et habitées, aux versants couverts de cultures en terrasse : la cartographie des processus actifs (glissements de terrain, crues et autres aléas naturels) et leur processus déclenchants (pluies de mousson, séismes), et l’évolution rapide des paysages, observée d’une mission à l’autre, m’ont progressivement permis d’analyser les véritables « risques » pour les populations de ce pays en plein développement. L’ouverture des routes et une urbanisation plus dense ont aussi changé mon regard, élargi mes approches, et m’ont amenée à échanger avec des universitaires, Népalais ou étrangers, et les responsables locaux sur de nouvelles pratiques plus durables pour diminuer les risques. During my career, my research fields in the Himalayas (Nepal and NW India) addressed human/environment relations. From the high glacial valleys where the story of their Quaternary past was the subject of my doctoral thesis, my focus has gradually shifted towards the warmer and more inhabited valleys, with slopes covered with terraced crops. The mapping of active processes (landslides, floods and other natural hazards) and their triggering processes (monsoon rains, earthquakes), and the rapid evolution of landscapes, observed from one mission to the next, gradually enabled me to analyze the real &quot;risks&quot; for the populations of this rapidly developing country. The opening of roads and a denser urbanization have also changed my perspective, broadened my approaches, and led me to discuss with academics, Nepalese or foreign, and local officials on new, more sustainable practices to reduce risks.

International audienceSince the dawn of time, mountains have demonstrated a willingness to innova... more International audienceSince the dawn of time, mountains have demonstrated a willingness to innovate“, states a recent prospectus of the Laboratory of Excellence ITEM in Grenoble. The present lecture tries to give a feedback to that statement on the basis of an emerging global history of the mountains. It starts out with the question how research on the past can sharpen our sense for future developments. The second section concerns the global and ecological turns in mountain perception during the so called Rio-process since the 1990s (UN Agenda 21 with a mountain chapter). The third section broadens that perspective and touches upon various religious impulses in non-western attitudes to upland areas. All in all, these voices on mountain issues sum up to a bewildering diversity, as shown in the fourth point. Global history can offer some methodological advise to find one’s way through the mountain haze.Les montagnes ont toujours été des milieux sensibles aux changements climatiques. Le réchauffement actuel modifie leurs écosystèmes, engendre des menaces localisées et une évolution de leurs ressources, qui nécessitent de la part des sociétés montagnardes une capacité d’adaptation, très variable selon les pays et continents considérés. Dans les pays développés, l’économie basée sur le tourisme hivernal peut être remise en cause au bénéfice de politiques davantage orientées vers la protection de la nature. Dans les pays en développement, les systèmes agro-pastoraux évoluent (ouverture d’axes de communications, urbanisation), favorisant des mutations de la production agricole destinée aux nouveaux marchés. Mais partout, la tendance au réchauffement climatique peut se traduire par des événements extrêmes (écroulements rocheux, crues de lacs glaciaires, inondations…), accroissant à des degrés divers la vulnérabilité des populations, peu préparées. De même, les pénuries de la ressource en eau (montagnes sèches) peuvent indirectement affecter le potentiel énergétique et économique des sociétés montagnardes. Outburst flood scenarios and risks for a rapidly growing high-mountain city: Pokhara, Nepal

Pokhara (c. 850 m a.s.l.), Nepal's second largest city, lies at the foot of the Higher Himalayas ... more Pokhara (c. 850 m a.s.l.), Nepal's second largest city, lies at the foot of the Higher Himalayas and has more than tripled its population in the past three decades. Rapidly expanding built-up areas are high in demand for construction materials and several informal settlements cater to unregulated sand and gravel mining in the Pokhara valley's main river, the Seti Khola. This river is fed by the Sabche glacier below Annapurna III (7,555 m a.s.l.), some 35 km upstream of the city, and traverses one of the steepest topographic gradients in the Himalayas. In May 2012 an outburst flood caused >70 fatalities and intense damage along this river and rekindled concerns about flood-risk management. We estimate the flow dynamics and inundation depths of outburst flood scenarios using the hydrodynamic model HEC-RAS. We simulate the potential impacts of peak discharges from 1,000 to 10,000 m³ s -1 on land cover based on high-resolution Maxar satellite imagery and OpenStreetMap data (buildings and road network). We also trace the dynamics of two informal settlements near Kaseri and Yamdi with high potential flood impact from RapidEye, PlanetScope, and Google Earth imagery of the past two decades. Our hydrodynamic simulations highlight several sites of potential hydraulic ponding that would largely affect these informal settlements and sites of sand and gravel mining. These built-up areas grew between three and twentyfold, thus likely raising local flood risk well beyond changes in outburst hazard. Besides these drastic local changes, about 1% of Pokhara's urban built-up area and essential rural road network is in the highest hazard zones highlighted by our outburst simulations. Our results stress the need to adapt early-warning strategies for locally differing hydrological and geomorphic conditions in this rapidly growing urban watershed.

L'objectif de l'étude est de quantifier la variabilité spatiale 2D de la bande active du ... more L'objectif de l'étude est de quantifier la variabilité spatiale 2D de la bande active du Haut Guil (23,3 km) et de considérer les fluctuations hydroclimatiques et l'artificialisation du fond de vallée comme les deux principaux facteurs potentiellement responsables des changements. L'analyse s'appuie sur quatre-vingt sites sélectionnés tous les 250-300 m sur quatre séries de photographies aériennes (1956, 1957, 1999 et 2000). Les variables prises en compte sont la surface et la largeur de la bande active, l'indice de tressage et les infrastructures présentes dans le fond de vallée. Les résultats montrent que la variabilité spatiale de la bande active du Haut Guil est très forte depuis la seconde partie du XXe siècle. La bande active s'élargit et le tressage se renforce après le passage des événements hydroclimatiques haute magnitude-basse fréquence de juin 1957 (&gt; Q100) et juin 2000 (Q30). La bande active se contracte et le tressage diminue entre 1957 et 1999 en raison de l'absence d' événements hydroclimatiques véritablement morphogènes et de la mise en place, dans le fond de vallée, des remblais supportant la route principale Château-Queyras/La Roche Ecroulée. Ce modèle d'évolution est original par rapport à certains modèles décrits dans la littérature. Le modèle d'évolution des bassins de moyenne altitude ne paraît pas être transposable à celui des hauts bassins montagnards, dans lesquels le calibrage des bandes actives reste beaucoup plus dépendant de la variabilité hydroclimatique, en raison de la vigueur des aléas et des difficultés à pouvoir véritablement maîtriser leurs effets hydrogéomorphologiques sur tous les segments des cours d'eau.
