Therefore, the pastor must have a strategy or a method to implement in developing the church. The occurrence of a leadership transition creates a pro and contra in the church congregation, of course there are those who accept and those who reject. Moreover, in general, a woman leader in holding a position does not receive support from the congregation. The new leadership with a different leadership style led the congregation that had long been accustomed to being led by the former pastor. this case was found at GBI Villa Pertiwi. That is why it is necessary to build effective leadership. Through a qualitative research with data collection techniques through interviews, it was found that in the end through the strategy of the shepherd who was just going through; 1) Increase the Intensity of Pastoral Care 2) The Shepherd's Role in Learning Leadership and Organization 3) Empowerment of Congregation Members (People Empowerment) This is able to make the congregation accept and support the existence of a new pastor as the successor of pastoral care at GBI Villa Pertiwi.
