Criminal offense or crime is one of social factors that harm the community both materially and morally. Criminal cases in the city residential areas are increasing, both in terms of quantity and variety. On the other side of life, development of computer technology runs fast. One of applications in the fields of computers which constantly being developed so far are Geographic Information Systems (GIS). GIS is capable to handle information wich is related with a region geographical conditions. One of utility from GIS application is in law and constitution field. It is used to map crime cases that occurred in the society. Formerly, crime mapping is done by first laying down the method of the pins on a large map. Now adays the mapping is done electronically. GIS developments in this field has reached mapping level and analysis of location and incident level. This is possible because the crime scene data and the other attributes, stored in a shelter called the database of spatial data. The goal of this research is to design a web-based application system which hasing the main function of adding new data and updating the criminal incident, printing maps into JPEG or PDF format and other functions such as showing the point of hot spots and crime scene location information such as roads, rivers, public facilities, business center and tourism. Crime and Geographic Information System was built based on Geographic Information Systems Development Guidelines published by a Department of Geography at Buffalo, with its development environment using Microsoft Windows operating systems, frameworks Chameleon 2.0, PostgreSQL 8.4, PostGIS 1.4 and MS4W 2.3.1. This information system is built as a system to provide information on crime scene that can accept new criminal incidents data input from the user's, which are presented interactively.
