Bu çalışma, “mekân-zaman yakınsaması” kavramına şehircilik ve ulaşım planlaması disiplinlerinde y... more Bu çalışma, “mekân-zaman yakınsaması” kavramına şehircilik ve ulaşım planlaması disiplinlerinde yer bulmak, hızlı ulaşım sistemlerinin neden olduğu yakınsaklık ile meydana gelen sonuçları gözlemlemek, ulaşım sistemlerinin düzenlenmesinde yeni bakış açıları oluşturarak özgün fikirler üretebilmek ve günümüzde hızla artan yeni havaalanları, otoyollar ve raylı sistemler üzerine düşündürmek amacıyla ele alınmıştır. Bu kapsamda teknolojik gelişmeler sayesinde hız kazanan ulaştırma araçlarının yerler arasında seyahat sürelerini kısaltmasıyla ortaya çıkan “yakınsama” kavramı araştırılmaktadır. Mekân-zaman yakınsaması ile birlikte konu ile ilişkili olarak literatürde yer alan kavramlar ve gerçek dünya üzerinde ne ifade ettikleri açıklanmaktadır. Impact of COVID-19 Pandemic on Public Transport Use in Ankara

COVID-19 salgınının yayılması, dünyanın birçok ülkesinde seyahat, hareket ve aktivite katılımını ... more COVID-19 salgınının yayılması, dünyanın birçok ülkesinde seyahat, hareket ve aktivite katılımını kısıtlayan benzeri görülmemiş önlemlerin uygulanmasına neden olmuştur. Pandemi sürecinde dünya genelinde kent içi hareketlilik %50-90 arasında azalırken bu oranının büyük kısmını toplu taşım kullanımı oluşturmaktadır. 2020 yılının Nisan ayında Avrupa ülkelerinde toplu taşım kullanımı oranında %50-85, Asya ülkelerinde %15-80, Afrika ülkelerinde %10-70 ve ABD’de %45-50 arasında düşüş yaşanmıştır. Türkiye’de ise COVID-19 pandemisi nedeniyle 16 Mart 2020’de başlayan kısıtlamaların uygulanması ve 24 Mart 2020 tarihinde toplu taşıma araç kapasitesinin %50’ye düşürülmesiyle Nisan 2020’de Türkiye’de hareketlilik %75 ve toplu taşım kullanımı %60-73 azalmıştır. Ankara’da; Nisan 2020’de toplu taşım kullanımı %87 azalmış ve ilk kez yolculuk türel ayrımında özel taşımın oranı %50’nin üzerine çıkmıştır. Toplu taşıma türleri arasında kent içi raylı sistemler, daha rahat, güvenilir, temiz enerji kulla... more Toplu taşıma türleri arasında kent içi raylı sistemler, daha rahat, güvenilir, temiz enerji kullanımı ve sonucunda daha az hava kirliliği, yüksek taşıma kapasitesi ve hızlı erişim sağlamaları sebebiyle gitgide daha fazla tercih edilmektedir. Bütün bu olumlu özelliklerine karşılık kent içi raylı sistemler oldukça yüksek maliyetli yatırımlar gerektirmekte ve bu yüzden de planlamanın ve uygulamanın en iyi şekilde gerçekleştirilmesi gerekmektedir. Bu çalışmada, Türkiye'de işletmede olan kent içi raylı ulaşım sistemlerin performansları Veri Zarflama Analizi ile karşılaştırılarak bir değerlendirme yapılmıştır. Uygulamada kullanılan veri seti Ulaşım Dairesi Başkanlıklarından ve ilgili literatürden toplanmıştır. Uygulama sonucunda her bir kentin raylı ulaşım sisteminin etkinlik değeri ve etkin olmayan kentler için tavsiye edilen iyileştirme önerileri sunulmuştur. The progress in web based DSS technologies in recent decades has given individuals many opportuni... more The progress in web based DSS technologies in recent decades has given individuals many opportunities to make their business environments and daily lives so easier that could never been imagined before. Use of traffic information systems are getting wider. In this study, a decision support system for individuals' travel alternatives between any origin and destination points in urban areas is described. The original study is derived from a project prepared for the Ankara Municipality (Turkey). The described project gave individuals opportunity to select among all travel alternatives under different criteria, both for public transport riders and car users. It is a web based DSS, which uses GIS. The Floyd-Warshall algorithm has been used to solve all-pairs shortest path problem. Static data are based on base map, addresses, point of interests, lines, stops, schedules, etc. The dynamic data are received from the online vehicle tracking system. The design of the project is given to help other researchers design their projects according to the requirements specific for their own cities.

In this study, an environmental risk analysis model is developed as a decision support system (th... more In this study, an environmental risk analysis model is developed as a decision support system (the RAGISADR) in order to assess environmental risks for transportation of dangerous goods. Transport of dangerous goods needs to be regulated to prevent accidents. Moving dangerous goods by road is governed by international regulations. GIS are used to quantify the factors on each link in the network that contribute to each of the evaluation criteria for a possible route. The Analytic Hierarchy Process (AHP) is used to assign weights to factors. The priority weights of each environmental criteria is calculated by using Analytical Hierarchy Process (AHP) before risk models are implemented in the road network of Izmir-Manisa-Aydin-Mugla-Denizli (Aegean Region of Turkey). The most convenient route according to the criteria set is determined. The results give decision maker the possibility to choose the best alternative among possible routes according to certain criteria.

Karayolu ile tehlikeli madde taşımacılığı hem birçok farklı aktörü içinde barındırması hem de her... more Karayolu ile tehlikeli madde taşımacılığı hem birçok farklı aktörü içinde barındırması hem de her birinin farklı bir amacı bulunması sebebiyle özel bir taşıma türüdür. Bu çalışmada, akaryakıtların karayolu ile taşınması esnasında çevresel risklerin değerlendirilebilmesi için bir çevresel risk analiz modeli geliştirilmiştir. Geliştirilen model ile kaza durumunda olumsuz etkilenen çevresel öğeler (su ortamı, toprak ortamı ve özellikli alanlar) analiz edilebilmektedir. Modeli uygulama ve geliştirme aşamasında büyük ölçekli uygulamaları mümkün kılmak için Coğrafi Bilgi Sistemi (CBS)'den destek alınmıştır. Çalışma kapsamında tehlikeli madde türü olarak akaryakıt (benzin, motorin) ve LPG'nin karayolu ile taşıması incelenmiştir. Analitik Hiyerarşi Prosesi (AHP) kullanılarak model kapsamında incelenen her bir çevresel kriterin öncelik ağırlıkları bulunarak İzmir, Manisa, Aydın, Muğla, Denizli karayolu ağında modellerin uygulanmasına geçilmiştir. Uygulamada belirlenen kriterlere göre en uygun güzergâhın tespit edilmesi sağlanmıştır.

For specific OD pairs a comparison of travel modes in terms of energy consumption gives an idea of the possibilities to change the energy budget of a city. In this study a comparison of transport modes in terms of energy consumption is given for two chosen routes in the case study of Ankara, Turkey. The results show that there are differences with respect to chosen travel mode in terms of energy use and travel cost reflected to traveler for a certain OD couple.

Purpose-Since the beginning of the 1990's, researches on using environmentally friendly technolog... more Purpose-Since the beginning of the 1990's, researches on using environmentally friendly technologies in logistic practices to mitigate the damage to environment have begun. A new application area, green logistic, has emerged which takes environmental and social factors into consideration, which is interested with the goods that are produced and distributed in a sustainable manner, and that aims to minimize energy consumption in logistics activities, minimize wastes and manage operations. This study aims to present the green logistics practices in Turkey. Methodology-The indicators table was prepared with datas from literature review, face-to-face interviews with firms in the scope of the research field and questionnaire with questions about activities. Face-to-face and phone calls with company officials, sustainability reports from the green logistics sector, and articles and news on the internet related to the subject were utilized. Findings-It is determined that logistics companies in Turkey adopt green logistics indicators. Conclusion-The study reveals that green logistics applications are seen in Turkey and companies are trying to enrich their business policies with a green point of view and that green logistics will provide competitive advantages in terms of logistics companies in the coming years.

This chapter identifies main problems of parking planning in demand-oriented conventional paradig... more This chapter identifies main problems of parking planning in demand-oriented conventional paradigm. Parking planning principles and cost-effective programs in supply-oriented sustainable paradigm are presented in the chapter listing many economic, social and environmental benefits. The chapter describes various parking strategies for developing a sustainable parking plan for smart growth of metropolitan cities, including cases of Istanbul and Vienna. A critical perspective is drawn for the parking planning policies for these city cases. Parking is recognized as an important factor influencing accessibility. Parking planning, parking policies and pricing play a critical role in local government decision making.
