Yet, research on parental information needs is limited. It is important to understand how the information is displayed for parents in accessible and understandable ways. This study uses a theoretical perspective of parental engagement and social networking to ground the research. Purpose/Objective/Research Questions Education is awash with information. Good teachers have been doing data-driven decision making all along, it just has not been recognized by that term. But there is more work to be done to ensure that educators know how to continuously, effectively, and ethically use data; that is, to help them to be data literate. Several federal laws protect student data -- most notably FERPA; teachers and other school officials should have a working knowledge of them.

They have stressed the need for hard evidence to undergird educational decisions rather than relying on anecdotes and intuitions. This means teachers must continue to use data from many diverse sources to inform their classroom and instructional practice. It also requires that more teachers become data literate.

Policymakers require educators to use data to inform practice. Although the policy emphasis is growing, what has not increased is attention to building human capacity around data use. Educators need to gain data literacy skills to inform practice. Although some professional development opportunities exist for current educators, fewer formal courses and opportunities for data literacy development in schools of education have been developed and implemented. This article explores issues around the growing need for data-driven decision making in programs in schools of education. The issues are complex and the actors needed to bring about change are multiple. A systems perspective to explore course and programmatic implementation is presented.

The knowledge and skills to use data effectively and appropriately are at the heart of data ethics. Educators must tightly couple data literacy with an ethical approach to using data—that is, they must be thoughtful about what they choose to do with data, how they go about their work, and how they center their work to benefit, rather than to harm, those engaged in the work of schooling, including students, teachers, families, and other educators. In this article, intended to provoke thought around data ethics among educators, researchers, and policymakers, we take a broad view of what data are and assert that data ethics go far beyond protecting the privacy and confidentiality of data. ABSTRACTThe study represents a first step in trying to gain a better appreciation for the complex... more ABSTRACTThe study represents a first step in trying to gain a better appreciation for the complexity of the issues surrounding flagging test scores taken with nonstandard conditions and how the admission process can better serve students with disabilities. Surveys were sent to admission officers, guidance counselors, and disability service providers at colleges and universities to examine their institutional policies and practices. In addition, interviews and focus groups also were conducted. It is clear from the results of this study that perceptions about the use of the flag for nonstandard test administrations differ based on the role the respondent plays in the admission process. Although differences exist with regard to the use of the flag, all three groups perceived an equity problem concerning how students with disabilities are identified, what documentation is required, and what services are provided to these students. This special issue explores the complexity and interconnectedness of the many components of data-... more This special issue explores the complexity and interconnectedness of the many components of data-based decision making. The selection of papers represents many countries (i.e., Belgium, The Netherlands, New Zealand, Norway, and the United States), theories, methods, and foci. All the papers seek to explicate how data are used at the different level of the system, ranging from students, teachers, schools, and districts. Together these papers offer a view of the current data-based decision making landscape, including in-and pre-service professional development, district and school organizational capacity, the data use process (from goal setting to collaborative instructional decision making), and effects on student achievement. The intent of the special issue is to stimulate future work in terms of impact on research, theory, policy, and practice.
