Од средине 2009. године, област признавања и заштите сорти пољопривредног биља у Републици Србији је у великој мери усаглашена са одговарајућом међународном правном регулативом, с обзиром да су донети посебни закони, са пратећим подзаконским актима, о признавању сорти, као и о заштити права оплемењивача. Осим тога, усвојена је основна међународна конвенција у овој области. На тај начин, потпуније и у складу са међународним стандардима су регулисани услови, испитивање и поступак за признавање сорте, упис у Регистар сорти пољопривредног биља, одржавање сорте, као и формирање посебне комисије за признавање сорти. У оквиру заштите права оплемењивача, регулисани су услови, начин и поступак за заштиту права оплемењивача биљних сорти, као и упис у одговарајуће регистре. Кључне речи: сорта, биље, оплемењивач. Увод Област признавања и заштите сорти пољопривредног биља је од средине 2009. године, у Републици Србији претрпела значајне измене. The aim of this paper is to determine the means and the most significant accomplishments that the... more The aim of this paper is to determine the means and the most significant accomplishments that the Food and Agriculture Organization (FAO) has achieved in the development of agriculture in the world and the Republic of Serbia. The methods used are text analysis, formal-legal method, comparative method, and statistical method. The FAO is one of the most important organizations of the United Nations, both because of the strategically important area it covers and because of the large number of members (245 countries and territories). Founded 77 years ago and headquartered in Rome, it has 130 offices at regional, sub-regional and national levels. The task of this international organization is to prevent world hunger and improve nutrition and food safety. Therefore, the current FAO strategy is based on better food production, better nutrition, and better environmental protection, which in total should lead to a better life for people. Since its founding, this organization has accomplished many significant achievements in its field: first of all, the adoption of the Codex Alimentarius collection, which established international standards in food production, rules of good practice in food trade, and rules of food consumer protection, and stands out for its far-reaching influence. Also, of great global importance are the preparation of the International Plant Protection Convention and the international agreement on plant genetic resources, as well as the establishment of the Committee on World Food Security and the Agricultural Market Information System. In addition, the FAO participates in organizing the fight against plant and animal pests. At the regional level, the fight against river blindness disease in Africa and Rinderpest can be highlighted. In Serbia, the FAO participated in the remediation of the consequences of the 2014 flood with direct assistance to farmers who suffered damage, as well as with subsequent training on disaster risk management. In addition, this organization supports Serbia on different rural development issues (including gender equality, irrigation, etc.), as well as on sustainable management of natural resources and climate resilience.
The aim of this paper is to determine the character, method and causes of the globalization of la... more The aim of this paper is to determine the character, method and causes of the globalization of law, that is, the contemporary phenomenon of the increasing harmonization of national legislations at a global level, primarily with international law, as well as with each other. In doing so, we have used the method of text analysis, formal-legal method, comparative method and statistical methods. The subject of our research is the relation between the general social process of globalization and the phenomenon of global harmonization of national legislations, in other words, the creation of the law proceeding from the harmonization of legal institutes, solutions and entire legal systems from international law or one country or culture, or to another country or culture, which is, in the legal theory, called "globalization of law". We have found that the character of the process of globalization of law should be positioned amongst the extreme views of the prominent authors in this field, and that the legal reception, primarily from international law, is the prevailing method of global harmonization of law. Also, the causes of the social process of globalization are simultaneously the causes of harmonization of national legislations at a global level. According to the type of factors, all causes of globalization of law are classified as objective and subjective. Furthermore, the characteristics of four groups of objective factors-technological, economic, political and cultural-have been presented, as well as significant examples. In addition to this, the characteristics of the group of subjective causes and the most significant factors of this group have been presented.

In this way, these laws created the basis for establishing a modern system in the area, which will be finished after the adoption of rules on specific technical issues. The new legal framework has made changes regarding liberalization of foreign trade of plant protection products, and plant nutrition products, as well as has introduced few registers. In the area of pesticides were determined: the Register of Plant Protection Products, Register of Distributors and Importers of Plant Protection Products, and Register of Providers of the Services. Therefore, plant protection has special treatment in developed countries, which reflects detailed legislation of the field. From around 4.000 EU laws on agriculture, around 500 are on plant protection, consolidated in 34 texts. In Serbia, plant protection legislation is in the process of harmonization with international legal standards. The Law on seed, and the Law on propagation material of fruits, vine grape, and hop were brought in 2005, making new rules: new categories, certification, registration, labeling… The Law on fertilizers is in the parliament procedure, making new rules: liberalization of import of fertilizers, registration of subjects in the field… The Law on plant health is in the process of public review, bringing the new national system of plant health: new lists of harmful organisms, plant passport, licensing…

This book is both a theoretical and empirical socio-legal study on the phenomenon of increasing h... more This book is both a theoretical and empirical socio-legal study on the phenomenon of increasing harmonization of national legislations on the global level in the contemporary world. The author dedicated the first part of the book to the causes of the process of globalization of law, which could be objective (social), regarding fields like technology, economy, politics, and culture, as well as subjective causes.In each of these areas, the author finds characteristic examples: in the field of technology, these are IT and biotechnology; in economics, international finance, international trade, and regional economic integration; in politics, typical examples are the EU, INGO, and international conventions; in culture, values such as life, health, and environmental protection. The second part of the study refers to the consequences of the phenomenon, which can be legal and social, and are found in the same areas with the analysis of the characteristic examples.
