Obvious that peace and stability is a cornerstone for the flourishing of democratic development a... more Obvious that peace and stability is a cornerstone for the flourishing of democratic development and vice-versa, particularly for the society with diversity like Ethiopia. For the sake of underpinning wellbeing between the groups, Ethiopia has introduced federalism and established constitutional wise state-led and traditional intervention mechanisms. It contains HoF, ministry of federal affairs and foreign affairs that alleviate external and internal conflict. Basically the deal with internal conflicts is operated cooperatively with regional states and local administrations. But the process fails to achieve the end goal for security, since poverty, backwardness and lack of good governance. Thus, conflict between different ethnic in the Eastern part of the Ethiopian rift valley is a usual event that arises two or more times every year. Government attempts to manage this conflict through state-led intervention mechanism of the local and traditional institutions accommodated from a respective society groups’ representatives. But, still it is ineffective and continued instead of resolutions since, poverty, backwardness and lack of good governance highly influences negatively the process of managing conflict in the form of reluctance of the assigned institutions. The institutions’ reluctance is resulted from tribalism, rent-seeker, affected by anti-peace ideology and lack of attitudinal change in relation to capacity. Additionally, timely development and provision of legal document deficiency to run the system and lack of providing capacity building at all levels by concerned bodies impede the process. Due to this, the institutions’ weakness, mission-less and dysfunction denies the process and the effectiveness of conflict management. Therefore, these and other factors make dysfunctional the Mi’esso district Woredas and Kebeles level legal and traditional institutions of respective ethnic groups. Furthermore, the geographical proximity, political, social and economic factors support to complex the situation in relation to the historical background of the country and the institutions’ failure to mission-oriented.
