This paper explains the insights and lessons learned from developing the Scottish Government’s Ro... more This paper explains the insights and lessons learned from developing the Scottish Government’s Roadmap to Widespread Adoption of Plug-in Vehicles. This strategy drew on best practice from the fields of electric mobility and technology roadmapping to establish a comprehensive framework to guide future progress. This paper reviews the progress achieved to date in implementing this roadmap and explains the next steps to further advance the adoption of electric and hybrid vehicles in Scotland.

These typically fall outside the direct control of national governments, being managed by local authorities and linked local and regional actors from both the public and private sector. This paper discusses the major findings from a recent project to understand the measures available to local authorities in the United Kingdom to encourage the use of low emission vehicles. The project developed a framework guidance document to support the planning and implementation of local measures and coordinate actions to avoid a patchwork of approaches being adopted by local authorities across the UK. The framework has been developed through interviews, surveys and a comprehensive review of measures being implemented in the UK, North America and across Europe. The importance of the exploratory front-end of strategy is well established in fields such as for... more The importance of the exploratory front-end of strategy is well established in fields such as foresight and knowledge management. However, it has received little consideration by roadmapping practitioners and researchers. This is partly explained by the fact that roadmaps are traditionally a convergent, goal-oriented outline of a sequence of activities and actions. It can also be attributed to the fact that knowledge exploitation tends to dominate over knowledge exploration, as the former delivers clearer and more tangible returns. This paper investigates how roadmapping may be applied for knowledge exploration, considering the conceptual underpinnings and a practical example in which an exploratory roadmap was developed for foresight in the packaging sector.

This is typically a process of exploring and expanding the options available to investigate a strategic area. This paper outlines how a standardised exploratory roadmapping process can be applied to capture and structure insights from across supply chains and to develop future views of the competitive issues facing a diverse industrial area. The application of this process produced a roadmap that provided useful information, structure and context for strategic planning and innovation processes in a complex multi-stakeholder industry.

The workshop was held in Vienna in December 2012 as part of the EV Ecosystems project, which is a global task force run by Urban Foresight for the International Energy Agency’s Hybrid & Electric Vehicle Implementing Agreement (IA-HEV). The workshop was hosted by the Austrian Institute for Technology. This paper summarises the outputs of the workshop. This includes a ranking of the barriers to EV adoption, and visions of “best,” “worst” and “probable” scenarios for the development of global markets for EVs.
