In this paper we deal with three questions that we believe to be crucial in terms of the technolo... more In this paper we deal with three questions that we believe to be crucial in terms of the technology-regional development relation: firstly, how can regional innovation and technological capacity be quantified; secondly, which are the main factors determining innovation; and thirdly, what can be done to increase the technological capacity of the least favoured regions, thereby in turn boosting competitiveness and regional growth. We deal with these questions in terms of Spanish regions. The working plan we propose is based on a diagnosis of regional imbalances and technological capacities from the twofold outlook of inputs and outputs. We then give what we believe to be the most noteworthy original contribution of this paper: an examination of the microeconomic determining factors of innovation and, fundamentally, the role played by business location. Lastly, we give some reflections on the results obtained and their implications in drawing up and applying regional policies of technological innovation in Spain.

Innovation and technological development are crucial factors in the economic growth of any country or region. In this paper we set out to analyse the provincial distribution of such activities by looking at the result of the innovative process: i.e. first patent application per province of residence of the applicant. We will consider the factors determining its behaviour by means of regression analysis. We will focus on one of the major instruments of governmental policy regarding technology: financial aid from the CDTI (Centre for Industrial and Technological Development). This variable contributes greatly to the technological development of the most innovative provinces, but the criteria of productivity and efficiency governing this variable render it an element which generates important territorial imbalances or differences.GUERRERO D. A la paz perpetua Esta inscripción satírica que un hostelero holandés había puesto en la muestra ... more A la paz perpetua Esta inscripción satírica que un hostelero holandés había puesto en la muestra de su casa, debajo de una pintura que representaba un cementerio, ¿estaba dedicada a todos los «hombres» en general, o especialmente a los gobernantes, nunca hartos de guerra, o bien quizá sólo a los filósofos, entretenidos en soñar el dulce sueño de la paz? Quédese sin respuesta la pregunta. Pero el autor de estas líneas hace constar que, puesto que el político práctico acostumbra desdeñar, orgulloso, al teórico, considerándole como un pedante inofensivo, cuyas ideas, desprovistas de toda realidad, no pueden ser peligrosas para el Estado, que debe regirse por principios fundados en la experiencia; puesto que el gobernante, «hombre experimentado», deja al teórico jugar su juego, sin preocuparse de él, cuando ocurra entre ambos un disentimiento deberá el gobernante ser consecuente y no temer que sean peligrosas para el Estado unas opiniones que el teórico se ha atrevido a concebir, valgan lo que valieren. Sirva, pues, esta «cláusula salvatoria» de precaución que, el autor de estas líneas toma expresamente, en la mejor forma, contra toda interpretación malévola.
