Observable information is the one that is explicitly stored in a database. Unobservable information is information hidden in various coding schemes, transaction streams or free-text-description fields. Nowadays credit risk management tends to employ cutting edge technologies and approaches from the fields of statistics and machine learning for achieving their goals. Often it is forgotten that machine learning schemes can only use completely observable information. The issue is eventually addressed-but instead when using the data it should be addressed during the data warehouse design phase.
One of the riskiest factors in transforming a traditional Business Environment (BE) into an innov... more One of the riskiest factors in transforming a traditional Business Environment (BE) into an innovative and dynamic BE is the role of the business and (e-)business Transformation Manager (BTM). The basic profile of such a manager has not been sufficiently investigated in a holistic and educational manner. The specification of the optimal BTM profile is the main goal of the authors' research. This paper deals with the profile of a preferred BTM that has to cope with complex automation projects. These projects need specific skills for the difficult implementation phase; these skills must encompass the knowledge of real-time business environments, organizational behaviour knowledge and implementation phase know-how. The researchers recommend technocrats as a base profile for such projects that need cross-functional skills.

The authors have based their research on many credible research sources of information like Gartner Inc. Nabava komponenata za Izvedbeno rjesenje informatizacije (informaticko i hardversko rjesenje) sus... more Nabava komponenata za Izvedbeno rjesenje informatizacije (informaticko i hardversko rjesenje) sustava primarne zdravstvene zastite (Grupa I) dio je ukupne nabave Izvedbenog rjesenja informatizacije sustava PZZ. G1 predstavlja centralni sustav pohrane medicinsko financijskih podataka prikupljenih iz ordinacija primarne zastite. Specificno za Grupu I jest da se radi o strateskom projektu integriranja cjelokupnog zdravstvenog sustava u državi, s ciljem pracenja zdravlja nacije i tokova novca. Ne smije se njegova uloga ograniciti samo na primarnu zdravstvenu zastitu, vec mora nužno ukljucivati i komunikaciju s bolnicama. Postignuta je potrebna elasticnost jer svaki od ostalih sustava, G2 kao i oni bolnicki, moraju funkcionirati i autonomno uz koristenje zajednickih ažurnih kljucnih sifrarnika. Time ce se ubrzati stavljanje pojedinih sustava u funkciju i njihovo poboljsavanje. Nesumnjivo ce se u razmjeni podataka s vremenom pojavljivati poteskoce zbog nedovoljne sinkronizacije. Stavljanjem u funkciju Grupe I, te bi teskoce trebale nestati i sustav ce tek tada pokazati svoju punu vrijednost. Jedan od preduvjeta za to je snižavanje telekomunikacijskih troskova.

It is a hard problem to produce a schedule of lectures a posteriori, after the students have enro... more It is a hard problem to produce a schedule of lectures a posteriori, after the students have enrolled in individualised curricula characterised by strong electivity of courses. There are initial restrictions on availability of resources: lecturers, students and the premises. A useful software tool to solve this problem has been developed as result of a graduation thesis. The lecturers are regarded as the most important resource. Their forbidden times must be respected and they must not collide within the constructed timetable. The usage of premises also must not collide but if their availability is high enough, they can be easily resolved manually. The last, but also important factor is to avoid collision from the standpoint of students. Genetic algorithm has been applied and the performances were very satisfactory.

Ovo moje izlaganje nema ambicije znanstveno fundiranog rada ili analize, niti pretendira da je to reprezentativan stav mojih kolega. To je odraz subjektivnog misljenja jednog postarijeg racunarca o nekim bitnim temama, u kojem nisam nastojao uljepsavati svoje viđenje stvarnosti kao niti polemicke tonove. Pri tome polemiziram iskljucivo sa stavovima i postupcima, ne s osobama. Dotaknute tematske cjeline su Nacionalne vrijednosti i nacionalizam, Nedavna povijest, Privatizacija, Pravosuđe, Visoko obrazovanje i znanost, Sindikati, Zdravstvo, Informatizacija, Informaticka tehnologija kao sredstvo napretka, Jezik i na kraju Zakljucak. Svjestan sam da od ovog izlaganja ne mogu imati osobne koristi, nego prvenstveno stete i neugodnosti, ali to građanin u vlastitoj i slobodnoj zemlji valjda mora povremeno podnijeti.

A... more This paper presents an approach to the quality improvement in the software development process. A comparison of the methods shows that Baldrige and ISO 9000 fit together, although ISO 9000 is more process-oriented. However, some of the ISO requirements are not included in Baldrige, like the document control and the internal quality audit. In this paper it is suggested to accept those missing requirements from ISO 9000 and add them to the Baldrige method, what could result with an improvement of the quality assurance process.

In this article the authors present a Applied Holistic Mathematical Model for Business Transforma... more In this article the authors present a Applied Holistic Mathematical Model for Business Transformation (AHMM4BT) for supporting smart or intelligent Cities Transformation Projects (iCTP) that is based on Critical Success Factors [1][2]. This article/abstract is based on a unique mixed research method that is supported by a mainly qualitative research module [3][4]. The AHMM4BT for iCTPs uses a natural language development environment and for that goal the authors propose to use the Holistic Smart Cities Management System (HSCMS). The HSCMS supports a central Decision Making System (DMS), iCTPs and distributed Enterprise Architecture Projects (EAP). The Proof of Concept (PoC) is based on a concrete transformation case from the war-torn Beirut, where the central point is the urban transformation process of the old destroyed city centre to a modern city centre. Such an iCTP is managed by urban or intelligent City Transformation Managers (iCTM); who use a methodology and a framework that can support and estimate the risks of implementation of an iCTP. The iCTM is responsible for the implementation of the complex background of iCTPs and during its implementation phase, the HSCMS supports the managers in a just-in-time manner. The "I" or "i" prefix does not stand just for the vulgare urban and siloed city environments but for a distributed and holistic approach to smart city units that identifies this work's background. To include an intelligent urban iCTP and its holistic/distributed urban architecture subproject(s) in a city and region like Beirut, with evolution prospects to become a smart city with an urbanized business and financial strategic planning process that will be needed to be thoroughly prepared to meet the future requirements. A priority for this intelligent reorganization makes Beirut city and region ready to integrate the local, regional and global smart economies and smart cities in a sustainable and multicultural way. Such an integration needs financial engineering related urban planning, domotics (DOMus infOrmaTICS), risk and legal considerations and are even fundamental for its long-term strategy, culture and business longevity. Actually, and probably because of the financial and political regional crisis, these finance related risk and legal standards cannot be implemented easily. This article is strongly linked to lately concluded research article on an applied mathematical model for business transformation in relation to a Holistic Intelligent Cities' Design Concept (HICDC) that concluded that Beirut's rebuilding was due to exceptional leadership qualities; one of who was minister president Rafic Hariri [5]. In this article the focus is on the HICDC Leadership (HICDCL).
