This paper examines the Commonwealth's inclusive role in engaging with the distinctive challenges... more This paper examines the Commonwealth's inclusive role in engaging with the distinctive challenges of education provision in small states, an agenda that is often neglected elsewhere. We examine the origins of Commonwealth work on education in small states, the nature of its comparative advantage, its role in facilitating small states' engagement with international education dialogue and regional cooperation , and the demand and potential for ongoing Commonwealth support for education. Particular attention is given to experience within the Caribbean region and to the potential for the Commonwealth and the wider international community to learn from small states in the light of their distinctive educational challenges, achievements and prioritiesand, most notably, their experience at the 'sharp end' of environmental uncertainty and climate change.

The consequences of contemporary trends and trajectories in these domains are considered with particular reference to their conceptual and ethical implications. Drawing on contemporary social theory, comparative and international research in education, and research ethics, the analysis focuses on North-South research and development partnerships, conceptions of 'best practice' in the arenas of education and development, the emergence of largescale social and educational research modalities, and the potential and limitations of 'one size fits all' ethical frameworks in the field.

As comparative and international researchers in education we are especially well placed to contri... more As comparative and international researchers in education we are especially well placed to contribute to the analysis and understanding of global trends in both education and international development. In times of ever increasing complexity and uncertainty it can also be argued that we have a responsibility to do so, and to do so in rigorous but accessible ways. In this Presidential Address I (1) consider how we might do this in the light of the BAICE 2018 Conference theme, (2) argue how and why the critical interrogation of the processes of educational policy transfer lie at the heart of this, and (3) draw upon work inspired by BAICE during its first 20 years, along with my own related research in a diversity of contexts worldwide.

This paper presents some initial ideas on how the theoretical concepts of the 'insider' and the '... more This paper presents some initial ideas on how the theoretical concepts of the 'insider' and the 'outsider' might be reexamined in an era where advances in comparative, qualitative research methodologies seek to be more inclusive, collaborative, participatory, reflexive and nuanced. Earlier essentialist definitions of the outsider as detached and objective, and the insider as culturally-embedded and subjective, are reexamined and set within an international research and teaching context which recognises the increased migration of people, ideas and educational policies. It is argued that, in the context of such change, it has become more difficult to categorise and label groups and individuals as being 'inside' or 'outside' systems, professional communities, or research environments. Such essentialist notions, which often underpin the production of large-scale, international datasets of pupil achievement, need to be challenged so that more complex understandings can inform, not only new methods of research design, research ethics, data collection and analysis, but also the creation of new knowledge, giving more validity to related education policymaking. We recognise that individual and group identities can be multiple, flexible and changing such that the boundary between the inside and the outside is permeable, less stable and less easy to draw. The concept of a 'third', liminal space may have the potential to encourage new meaning which is constructed on the boundary between worlds where historical, social, cultural, political, ethical and individual understandings meet.

Size, in this report, refers generally to countries with populations below 1.5 million but may include larger ones considered in particular geographic groupings. According to Crossley et al., two factors external to these small states appear to have had an impact over the last decade. Trade liberalisation has led to a brain drain for smaller nations, and global climate change has already wrought more intense weather events and an increased risk of inundation from rising sea levels. However, globalisation and improved technology have improved access to libraries and specialist advice that might be of assistance to these same countries. Tertiary education, the authors note, is now expanding in these areas. The authors thoroughly explain the variance in needs of these countries with a special focus on island nations. One clear example of the difficulty of improving educational programmes in an island nation can be found in Vanuatu, with 13 larger and 70 smaller islands spread out over 1,300 kilometres. Isolated populations mean moving children from their home islands for education. The challenges are obvious and the pressure on families is real. The book also clearly lays out issues of financial interconnectedness. For example, the falling prices of commodities such as oil may lead to reduced tourism in one country, and a burdensome debt in another country may mean a weakened ability to respond to short-term crises. Smaller states, the authors point out, are hit harder by such global economic shifts. The consequence of increasing poverty in a small state can be a real threat to educational progress. This well-researched book, written with a minimum of jargon, helps to broadly explain the particular needs of a unique subset of states in the Commonwealth.
