The difficulty relates to the fact that institutions that operate well under certain social and economic conditions may be disastrous under others. With regard to ethnic harmony, it has been shown that some types of institutions may be more favourable than others. Heterogeneous populations seem to be more sensitive to rhetoric about decentralisation (Szabo, 2017, p. 127). It has been argued that ethnic fragmentation is less disruptive in democracies (Collier, 2000; Collier et al., 2001). The name of local collectivities have functioned and developed during the centuries. Their meaning, content and evolution provide the valuable information concerning the evolution of local collectivities over time. The return to the traditional names of local territorial collectivities was the first stage of the attempts to the territorial-administrative reform in Moldova. Although, many localities have reestablished their historical names, the process is not ended. The study analyses the way local elected officials relate to the content and the meaning of this concept. The quality of the social dialogue, the duality of the public life, the referential models of public policies are some sources of the gap between the administrative agenda and the citizens ‘agenda. Accepting the public interest as a guiding rule in designing the activities for the community welfare involves adjusting both the ambitions of the politicians and the social and economic pressures. Rezumat: În accepțiune generală transparența este un instrument pentru monitorizarea activităţii ... more Rezumat: În accepțiune generală transparența este un instrument pentru monitorizarea activităţii administraţiei publice, dar și un instrument pentru asigurarea bunei guvernări. Articolul subliniază diferite elemente de transparență în administrația publică, concentrându-se pe caracterul și efectele sale adesea surprinzătoare și chiar paradoxale. În acest studiu propunem un model simplu și comprehensiv privind asigurarea transperenței în administrația publică locală. Pornim de la premisa că efectele transparenței, definită în termeni de impact tangibil, depinde în practică de modul în care reacționează alți actori. Reacțiile pot fi de două feluri: indirecte-atunci când mass-media, partidele politice de opoziție sau alegătorii dezvăluie / recunosc ca problemă abuzurile autorităților; și directe când autoritățile iau decizii obligatorii ca răspuns la o problemă.

By their status and their organisational structure, the Regional Bureaus for Cross-border Coopera... more By their status and their organisational structure, the Regional Bureaus for Cross-border Cooperation in Romania are non-governmental bodies of private law, their stated mission being that of advertising the regional development and the cross-border cooperation. The study highlights the institutional isomorphism and the implications of this phenomenon in the advertising and support of the cross-border cooperation. The documentary analysis proves that the Regional Bureaus of Cross-border Cooperation in Romania are sensitive to the mimetic and normative pressures, but less to those of coercion. The setup model, the financing and current activity practices, bring them closer to the status and activity of a governmental agency and makes them distinctly separated from what a non-governmental structure should be. The capacity of these structures to accomplish their fundamental mission through "soft transfer mechanisms" (styles, ways of taking action, values, etc.) is reduced. The conditioning of the financial support is imposed as a solution for the effective organization of the activities.

The continental conception and the utilitarian approach regarding the issue of the environmental protection are used as a methodological guiding mark for the analysis of the legal context. The evolution of the legal context in Romania is strongly influenced by the evolutions of the international regulations on the matter, as well as by the social-economical context of the country. Strategies represent public policy documents that have the role to define medium or long-term dev... more Strategies represent public policy documents that have the role to define medium or long-term development. Strategies are used as tools in decision making process. The key question of the study addresses reliability and legitimacy aspects of these documents. Public debates and involving of stakeholders offer legitimacy to the strategies. The limits of the strategies are represented by compatibility between interests and values, knowledge and skills between policy makers and citizens. Narrowing of the compatibility affects legitimacy reducing reliability of the document and its desired effects.

În acest studiu este arătat modul în care pașaportul a evoluat de la document de călătorie la instrument priveligiat pentru consolidarea controlului mobilității. Discutăm în acest studiu despre dubla natură a pașaportului: document de călătorie și construct birocratic cu profunde implicații sociale, prin punerea în evidență a valorii instrumentale și afective a acestuia.

The title of the report has generated the basic question of this study-innovation in teaching is adopted under the influence of trends, it is supported/required by national legislation or it is just a vocation. In this regard, the first section contains an overview of the EU Group recommendations at high level for modernization of the higher education regarding on improvement of the teaching and learning quality. The invoked reasons for creating this level are varied: for a better democracy, efficiency, effective, decentralization etc. But there are points of view which associate, especially the third intermediate level with bureaucracy amplification, corruption increasing, a bad management of the new structures created, the overlapping of the responsibilities in some technical, legislative or financial fields. The study systematized these points of view, as well as the initiated changes by the European Union on the organizational and structural aspects of the intermediate level.

The main types of research considered are: qualitative research, quantitative research, applied research, descriptive and analytical research. A basic scheme for describing the scientific research process is proposed. As a theoretical basis for the development of public administration research methodology is suggested to use a) the concept of cross-sectoral partnership; b) the concept of a development model based on sustainability circles. The properties of "domains of influence" are defined: economics, ecology, politics and culture. The results obtained made it possible to prepare recommendations for researchers and public authorities.

From a sociological perspective this law is the expression of individual needs, but also social. Following the recognition of the right to water, rather witnessing the intensification of the conflict between economic and non-economic values, which resolves most of the time in favour of the first. The penetration force of the economics values and force for concretization of material contrasts with the inability of the values, called humanitarian (dignity, solidarity, equality, justice etc.) to decisively influence the international law. A major threat to fairness in the management of water is corruption of the entities that are responsible for setting and enforcing rules and also the stakeholders.
