The Future Combat System, the centerpiece of Army transformation, has proven to be more expensive and technologically more complicated than originally anticipated, and the rapid pace of ongoing operations means that many key weapon systems will reach the end of their service lives sooner than planned or will require intensive maintenance to keep functioning. The future presents even more challenges for which the Army must prepare, including a wide range of dangerous adversaries, the potential reallocation of combat tasks across and among the services, and the prospect of budget pressures. Taken together, these circumstances raise some important questions for the Army acquisition community. What should a robust acquisition investment strategy look like -- one designed to perform well against all of the anticipated threats? In its efforts to improve operations in what it has designated the five business domains in the U... more In its efforts to improve operations in what it has designated the five business domains in the US Department of Defense (DoD) acquisition, financial management, human resources management, installations & environment management, and logistics management the DoD's Business Management Modernization Program (BMMP) is a key element of the DoD's ongoing efforts to transform itself. This paper argues that the BMMP needs to be fundamentally reoriented to meet its goals. It provides an historical overview, research evidence from other studies, and additional arguments to support that view and suggests three steps that could be taken to begin the proposed reorientation.

This documented briefing reports the results to date of one line of inquiry in that project: Where should the Air Force look within its support activities for additional outsourcing candidates? This briefing addresses a group of activities that the Air Force refers to as 'commercial activities.' By definition, these activities are available in the private sector. : The Department of Defense (DoD) has a long history of seeking improvements in the way it goes a... more : The Department of Defense (DoD) has a long history of seeking improvements in the way it goes about buying new weapon systems. In the past two decades alone, DoD has mounted two distinct movements that each carried the title "Acquisition Reform" (AR).' In the 1980s, reform efforts focused on reducing "waste, fraud, and abuse" in the system. In the 1990s, the emphasis shifted toward trying to make the acquisition process more responsive, effective, and efficient i.e., "faster, better, cheaper." Initiatives launched in the 1990s to support the latter goals included legislative changes to allow for more streamlined procurements, reductions in internal paperwork and required reviews, greater use of commercial practices, and expanded attempts to use the private sector to do more of the jobs traditionally done by government.
