Decent work includes rights, social protection, employment and the promotion of social dialogue, applied in an integrated manner. The legal aspect of decent work lies at the heart of the empowerment process, helping to break the cycle of inequality by providing a legal basis for empowerment. Donors can be pro-active in the development and respect of international laws and norms. They can support implementation of national laws through are public awareness, technical upgrading and expansion of labour inspection, promotion of social dialogue and linking technical co-operation projects with the respect of labour rights. Encouraging co-operation within and between different groups is key in preventing inequalities of power.

During the nineties, the Southern Cone countries of Latin America introduced a neo-liberal econom... more During the nineties, the Southern Cone countries of Latin America introduced a neo-liberal economic model inspired by the "Washington Consensus". This model aims at their better international integration via trade and capital liberalization and the reduction of the State role in the economy. At the beginning, these policies produced a macroeconomic stabilization, strong economic growth, social and labour market improvements, but also a higher external dependency and vulnerability, overvalued national currencies and mostly a worsening of the fiscal situation. In the late nineties, external shocks revealed the unsustainability of this economic model causing a strong decline in external financing, recession or low growth rates and strong devaluation. Social indicators worsened significantly. Economic politics pointing toward the reduction of the external vulnerability and stressing the importance of social concerns may be able to effectively promote sustainable growth as well as improvements in the labour market and of other social indicators.

Estimating green energy’s impact on regional economies of developing countries is challenging, ow... more Estimating green energy’s impact on regional economies of developing countries is challenging, owing both to the lack of disaggregated data of non-conventional energy sources at the subnational level and a method to address its participation in the energy matrix. We develop a methodology to solve both problems and apply it to the case of Santa Fe province, Argentina, an important producer of biofuels (biodiesel from soybean and ethanol from maize). To disaggregate the participation of biofuel sectors we combine aggregated sector information with subsector surveys. Once established the share of biofuels in the economy and their potential to create jobs, it is possible to generate statistics on the input-output relationships. With the latter, we estimate a hybrid input-output model and calculate the effects of shocks on production and employment stemming from the full utilization of existing idle capacity, as well as from new investments in the sector. There is a problem in estimating renewable energy's impact on regional economies of developing co... more There is a problem in estimating renewable energy's impact on regional economies of developing countries, owing both to the lack of disaggregated data on these renewable energy sources at the subnational level and a method to address its share in the energy matrix (in a context where oil and gas are yet hegemonic). We apply a method to solve both problems and to the case of Santa Fe province, Argentina, an important producer of biofuels (biodiesel from soybean and ethanol from maize). To disaggregate the biofuel sector, we combine aggregated sector information with subsector surveys. Once the share of biofuels is established in the economy and their potential to create jobs, it is possible to generate statistics on the input-output relationships. With the latter, we estimate a hybrid input-output model and calculate the effects of shocks (defined as policies as well as the effect of exogenous elements impacting the performance of the sector) on production and employment stemming from the full utilization of existing idle capacity, as well as from new investments in the sector. The results, allow us to policy evaluations, for instance, the consequences of acceleration of the energy matrix transition to renewables through regulations, to study the effect of changes in relative prices of energy, determine the effect on potential employment creation of subsidies to promote the activity, etc. The sector we analyze empirically had an important idle capacity plus delayed investment projects because of external shocks. In the event of overcoming transient problems to export biofuels (and to attain full capacity utilization of current infrastructure), from expanding supply with new investments, the employment effect is proportionally much larger since transient jobs would be created in the construction phase.
