In ensuring the provision of the Accord, the other provisions, such as, resolution of land disput... more In ensuring the provision of the Accord, the other provisions, such as, resolution of land disputes, establishment of special administrative system in CHT, rehabilitation of returnee refugees and internally tribal families, determination and exceution of definition of non-tribal permanent residents, preparation of electoral roll with the permanent residents etc. have been incorporated in the Accord. In context of demand placed by PCJSS, the then Chief Whip Mr. Abul Hasnat Abdullah, Convener of National Committee on CHT Affairs time and again informed the PCJSS representatives that the settlers who had been rehabilitated in 1980s, as assured by the Prime Minister, would be relocated in the plain lands. But it was for some special reason that could not be mentioned in the Accord. Referring to that assurance, Honorable Prime Minister reiterated the issue to the PCJSS representatives headed by PCJSS President soon after the occasion of signing the Accord on 2 December 1997 in Dhaka. The statement pronounced by the government claiming that the issue of development and preservation of language and culture of the tribes, minor races, ethnic sects and communities has been ensured through inclusion in Article 23(a) under the 15th Amendment to the constitution is not appropriate. The Chittagong Hill Tracts (CHT) or Republic of Jummaland, southeastern part of near Bangladesh c... more The Chittagong Hill Tracts (CHT) or Republic of Jummaland, southeastern part of near Bangladesh comprises a total land area of 32,57092. 00 sq. km. Which is about one-tenth of the total land area of the nearest of Bangladesh. It is a unique territory with Hill Mountains and beautiful landscapes in stark contrast to the alluvial, monsoon-flooded plains and completely different in physical features, agricultural practices and soil conditions from the rest of the country and also socioeconomically and culturally stretching along the present day Indo-Burma-Bangladesh border-is slightly smaller that East Timor (5,376 sq. miles) and bigger than Lebanon (4,036 sq. miles). It roughly runs from North to South for 300 km. The terrain in the Jummaland is part of the great hill massan offshoot of the Himalayan range-occupying parts of India, Myanmar and Bangladesh. The hills inside Jummaland rise up to a maximum of 4,000 feet, with the ranges running generally northwest to southeast and dividing the area into a number of large valleys. The valleys are covered for the most part with dense virgin forest, interspersed with small waterways and swamps of all sizes and description.
