In this paper, it is suggested that teachers should have access to ICT infrastructure to motivate them to use technology in the classroom. However, it is crucial for the Gauteng Provincial Department of Education to understand the importance of providing adequate ICT to teachers in time and also maintain the ICT infrastructure at schools. The purpose of this study was to explore factors that affect the use of ICT in teaching and learning in some disadvantaged schools in Sedibeng West District Municipality in Gauteng Province. A qualitative methodology was adopted in this study. The participants consisted of 48 teachers and three school principals. Data were collected through in-depth face-to-face focus group discussions and individual interviews with teachers and school principals respectively. A thematic approach was adopted to analyse the collected data. The study concluded that inadequate ICT infrastructure and poor condition of the technology hinder the use of ICT in teaching and learning. Recommendations are made to the attention to be given to these factors by the Gauteng provincial department of education officials.

To achieve the stated aim, the study posed and then answered the following research questions: What types of ICTs are available in government departments? What is the purpose of using ICTs in government departments? What are the benefits ofusing ICTs in government departments? What are the ICTs that civil servants consider to beeffective in improving work productivity in government departments? What are the civil servants’recommendations for improving ICT usage in government departments? The study was informedby the diffusion-of-innovations theory. Government departments considered to be central to servicedelivery were targeted by means of a survey. To obtain a representative sample, a systematicsampling method was applied. It is important to note that the time to migrate to a digital broadcasting system has arrived. All South Africans need to embrace it because it is a major step towards improving their lives. A qualitative approach was adopted by conducting in-depth interviews with the key informants of the study. The data was analysed using open coding, where dominant themes from the discussions were identified and discussed in detail. The findings show that digital television will bring so much more to South Africa through a greater choice of channels and content. The additional content promises to deliver more education, information, cultural, sport and entertainment programming. It is exciting that South Africa will be counted among the most advanced countries in the world and is going digital in a way that will meet South Africa’s unique challenges. As a country, the migration is set to accelerate...

First we deal with theories and research concerning the direction of the flow of news, as well as factors influencing the international flow of news. Then we consider the role of global news agencies, the relationship between global and national agencies and the role of regional agencies. Finally, we look at possible consequences of the international flow of news, the role of new technology such as the internet in the international flow of news and the role of language translation in constructing international news.

As one of the pioneering countries South Africa has clung onto the concept of telecentres—and has kept experimenting with different versions of them—for over 15 years now. In the academic literature the interest for telecentres has dwindled. This paper provides an insight into past and current discussions. To do so, the paper has a triple goal. First, it outlines the theoretical discussion on the digital divide and its move towards e-inclusion and digital literacies. Second, it analyzes the genealogy of the concept of telecentres as conceptualized in policy documents and actual practice. Third, it analyzes the institutional setup in which policies are formulated and implemented. These goals are explained more in depth in the following paragraphs. The first telecentres were set up in 199...
