Not only is the scale of the problem an issue, but also its complexity. Poverty in India is characterised by class, caste, ethnicity, and regional differences. It is concentrated among certain ethnic groups and regions, and there is often a close link between the factors that cause and sustain poverty. A lack of basic education, poor health status, and assetlessness are just some of the factors contributing to multidimensional poverty. Measuring and examining long duration and multidimensional poverty necessitates a deep understanding of the socioeconomic and regional dynamics operating in India.

Therefore, chronically poor people always, or usually, live below a poverty line, which is normally defined in terms of a money indicator (e.g. consumption, income, etc.), but could also be defined in terms of wider or subjective aspects of deprivation. This is different from the transitorily poor, who move in and out of poverty, or only occasionally fall below the poverty line.

Per capita net state domestic product grew more rapidly in the 1980s as compared to the 1970s in all the major 15 states. The performance in the 1990s, however, has varied. Kerala, Maharashtra, Tamil Nadu and West Bengal have recorded significantly higher growth than other states in the period 1990-91 to 1995-96.

Some earlier studies, which attempted to identify the influence of growth on poverty dynamics in the country by including growth variables among the factors affecting the incidence of and transition from poverty, concluded that growth is not uniformly associated with poverty reduction. While panel household data was used to identify the factors influencing the incidence and mobility of poverty, the changes in the influence of these factors over time were not analysed. This paper examines whether there has been change in the influence of factors such as village level infrastructure, household size and composition, and economic growth on poverty dynamics in different periods of time. The impact of a number of factors changes over time implying that the strategies for poverty reduction would have to take into account the changing economic environment. The paper further presents an analysis of the pattern of per capita expenditure over time for the same set households in order to analyse the implications of these trends on poverty reduction.

While this is generally accepted, the usual perception about the agricultural sector, particularly in India, is that it is immune to general macroeconomic shocks. In this paper, we examine this perception using a vector autoregressive model. The findings show that the agricultural sector is not insulated from macroeconomic shocks.

Using data from 1971 to 1998, and the standard statistical test of causality, this study suggests that the transmission of growth impulses across states have been limited. The results indicate that the structure of the economies, the growth rates of the states and the quality of state-specific institutions appear to raise the potential for significant trickle down growth effects across states.
