A central feature of innovation systems is that innovation arises from interaction between organi... more A central feature of innovation systems is that innovation arises from interaction between organizational units. This requires ‘cognitive distance’ that is sufficiently large to yield novelty of combinations, but not too large for mutual understanding. Two problems and solutions in the transfer of knowledge, especially to small firms, are identified and discussed. There is a problem not only of expressing tacit knowledge, but also of absorbing new knowledge when it needs to replace existing tacit knowledge. Next to issues of learning or competence development there are also issues of governance, in the management of relational risk of dependence and spillover. The analysis yields a number of tasks and functions for regional systems of innovation.

It integrates competence and governance perspectives. It considers the choice between mergers/acquisitions and alliances. It offers a toolbox of instruments to govern relational risk, and the contingencies for their selection. Relationships can last too long. Therefore, the article also looks at how to end relationships. Beyond dyads of collaborating firms, it includes effects of network structure and position.

This issue was recently called back to attention by Hodgson (2001). A heuristic of discovery, developed in earlier work (Nooteboom 1992, 1996, 1999b, 2000a), is used in an attempt to contribute to an understanding and a resolution of the tension between generality and specificity. That tension can be resolved if we look at general theory and specific conditions (or data, experience) not as separate entities or approaches that one has to choose from, in a static perspective, thus choosing to be a generalist or an empiricist, but as complementary, in a dynamic, dialectical process of theory development, in the process of discovery. Challenging current trends of mergers and acquisitions, it presents a more efficient strategy of inter-firm alliances.

This chapter describes the methods that are used to test the theoretical model empirically. Secti... more This chapter describes the methods that are used to test the theoretical model empirically. Section 4.2 summarizes the techniques of LISREL which is the main statistical method applied in this study. The data that are used in this study were collected via surveys in the automobile industry of the United States, Japan and Europe. Section 4.3 describes the process of data collection, reviews the issue of non-response and provides some characteristics of the data. Section 4.4 addresses the operationalization of the fifteen constructs of the theoretical model. Finally, section 4.5 concludes this chapter.

This chapter builds the theoretical model that will be used for the empirical analysis of long-te... more This chapter builds the theoretical model that will be used for the empirical analysis of long-term supply relationships. The theoretical model incorporates fifteen theoretical constructs which are derived from transaction cost economics (Williamson, 1985), the generalized transaction cost theory (Nooteboom, 1992a), and studies that focus on the relational nature of interorganizational exchange (Helper, 1987; Nooteboom, 1996; Sako, 1992). Section 3.2 provides the definitions of these constructs and relates them to empirical studies on interorganizational exchange. Section 3.3 combines the fifteen theoretical constructs by means of twenty-five hypotheses in one theoretical model. Section 3.4 concludes the chapter. The reason for such a multitude of variables is that long-term supply relationships are complex and that due to the interaction of variables none can be omitted without causing a bias due to omitted variables.
