This article addresses the ethical challenges posed by generative artificial intelligence (AI) to... more This article addresses the ethical challenges posed by generative artificial intelligence (AI) tools in higher education and explores the first responses of universities to these challenges globally. Drawing on five key international documents from the UN, EU, and OECD, the study used content analysis to identify key ethical dimensions related to the use of generative AI in academia, such as accountability, human oversight, transparency, or inclusiveness. Empirical evidence was compiled from 30 leading universities ranked among the top 500 in the Shanghai Ranking list from May to July 2023, covering those institutions that already had publicly available responses to these dimensions in the form of policy documents or guidelines. The paper identifies the central ethical imperative that student assignments must reflect individual knowledge acquired during their education, with human individuals retaining moral and legal responsibility for AI-related wrongdoings. This top-down requirement aligns with a bottom-up approach, allowing instructors flexibility in determining how they utilize generative AI especially large language models in their own courses. Regarding human oversight, the typical response identified by the study involves a blend of preventive measures (e.g., course assessment modifications) and soft, dialogue-based sanctioning procedures. The challenge of transparency induced the good practice of clear communication of AI use in course syllabi in the first university responses examined by this study.

A tanulmány a mesterséges intelligenciát használó eszközök (MI-eszközök) és alkalmazások jelenlét... more A tanulmány a mesterséges intelligenciát használó eszközök (MI-eszközök) és alkalmazások jelenléte által a felsőoktatásban keletkeztetett etikai dilemmákat és az ezekre adható potenciális válaszokat járja körbe. A tanulmány az MI etikai oldalát elemző szakirodalom megállapításainak tanulságait ötvözi a Corvinus Egyetem Könyvtára által e témában végzett online kérdőíves felmérés eredményeivel. E felmérés nóvuma, hogy a corvinusos hallgatók megkérdezésével a Könyvtár az elsők között gyűjtött empirikus információkat magyarországi felsőoktatásban tanuló diákok generatív MI-eszközökkel kapcsolatos ismereteiről és ezek alkalmazásáról. A tanulmány relevanciája mindenekelőtt abban rejlik, hogy pillanatképet ad arról, hogy a jövő hazai vállalati elitjének egy részét adó corvinusos diákok milyen ismeretekkel rendelkeznek az etikus MI-használatról. Az írás kitér a főbb etikai dilemmákra, így többek között az elszámoltathatóság, az emberi felelősség, a transzparencia, az adatvédelem vagy az inkluzivitás kérdéseire, és levonja a fő gyakorlati következtetést, miszerint a felelősségteljes MI-használat támogatásának legadekvátabb módja a megfelelő intézményi ösztönzők és transzparens korlátok felállítása, szemben az elzárkózással és a merev tiltással.

Az autonómiatörekvés legfőbb kerékkötője a megkövesedett toposzaihoz ragaszkodó román politikai kultúra, amely elemi fenyegetést igyekszik belelátni a románok és magyarok közötti csoportviszonyokba. Ferencz Csaba felvétele Eme hozzáállás legfőbb ismérve az az igyekezet, hogy a két nemzetközösség együttélésének kérdéseit zéró végösszegű játszmaként tematizálja: ha a székelyek autonómiát kapnak, akkor a románok elveszítik azt, azaz a székelység pozitív diszkriminációja egy autonómiamegállapodás révén elkerülhetetlenül a helyi román lakosság hátrányos megkülönböztetését vonná maga után. Ez a nézet teljesen gyelmen kívül hagyja azt a fontos tényt, hogy a helyi román közösség tagjai maguk is jogalanyai lennének az autonómiastatútumnak, akik részt vehetnének az autonóm intézményrendszer működtetésében. Ugyanakkor viszont megmagyarázza azt, hogy a román politikai elit miért tartja lehetetlen abszurdumnak a romániai magyarság azon követelését, hogy a magyar nyelv hivatalos státuszt kapjon az autonóm Székelyföldön és egyenrangúvá váljon a román nyelvvel.

Fülöp Bourbon királynak jelentős túlereje dacára egyévnyi ostromot követően sikerült csak elfoglalnia Barcelonát. A Habsburg-párti Katalónia esetében nem maradt el a megtorlás. Fülöp azonnal eltörölte a több évszázados múltra visszatekintő, autonóm döntéshozatalt szavatoló katalán intézményeket, és a katalán nyelv használatát is betiltotta. E tragédiából csináltak ünnepnapot a katalánok, amikor szeptember 11-ét nemzeti ünnepükké, Diada Nacional de Catalunyává emelték.

The study presents a doctrinal legal analysis, complemented with comparative aspects, to provide ... more The study presents a doctrinal legal analysis, complemented with comparative aspects, to provide an analytical framework for assessing Romanian doctrinal arguments – and possible counter-arguments to these – regarding the legitimacy and constitutionality of the territorial autonomy aspirations of Szeklerland, a predominantly Hungarian-speaking area in south-east Transylvania, Romania. The main hypothesis posits that the autonomy of Szeklerland does not contradict the constitutional order of Romania. There are only political obstacles that are being conceptualised as legal ones to avoid dialogue on a regional, bottom-up proposition on the effective participation of a minority group in public life due to its connections to the contentious notions of sovereignty and territorial integrity. Despite these political obstacles, the paper concludes that it is possible to adopt a more pluralistic interpretation of the constitution that accommodates minority aspirations for regional power-sharing. Contrary to the ruling viewpoint of unconstitutionality, this alternative interpretation can be substantiated by the corresponding scientific literature, the recommendations and documents of various international fora, and the experience of functioning autonomies and their connections with their respective territorial states.

The book's main hypothesis is that the territorial autonomy of Szeklerland does not contradict the constitutional order of Romania. There are only political obstacles presented as legal ones to avoid a regional power-sharing dialogue. The doctrinal legal analysis outlined in the book, complemented with the comparative analysis, shows that the false presupposition that territorial autonomy would violate the constitutional system of Romania arises from the misinterpretation of the connection between state and autonomy and as such can be falsified by the experience of functioning autonomies, the corresponding scientific literature, as well as the recommendations and documents of various international fora.

Eine, die sich auf einen Faktor konzentriert, der für nationale Gemeinschaften im Westen wie im Osten gleichermaßen wichtig ist: die bloße Bewahrung ihrer regionalen Kulturen und Identitäten sowie die Politik, die dazu führen kann. Ob und inwieweit diese Möglichkeit realisiert werden kann, hängt von der Fähigkeit der traditionellen nationalen Gemeinschaften und der staatenlosen Nationen der EU ab, gemeinsame Ziele zu formulieren und diese geschlossen zu vertreten. Genau diese proaktive Solidarität will die Europäische Bürgerinitiative für nationale Regionen erreichen.

Elle se concentrerait sur un facteur tout aussi important pour les communautés ethniques de l'Ouest et de l'Est : la préservation de leurs cultures et identités régionales, ainsi que les politiques qui peuvent y conduire. Cela pourra-t-il être réalisé et dans quelle mesure ? Cela dépendra de la capacité des communautés ethniques traditionnelles et des nations sans État de l'UE à formuler des objectifs communs, et à s'engager ensemble pour les représenter. C'est précisément cette solidarité proactive que la pétition citoyenne européenne pour les « régions nationales » entend réaliser.

The study focuses on the issue of preserving and maintaining the cultural and linguistic diversit... more The study focuses on the issue of preserving and maintaining the cultural and linguistic diversity of the EU and presents a possible way to utilize the tools of regional development planning for such purposes. The issue is of relevance for many reasons. Most importantly, the founding Treaties of the EU contain obligations of the Union to uphold its linguistic and cultural diversity. Additionally, maintaining this diversity is a crucial part of the human rights-based approach to sustainable development and as such forms an integral part of the implementation of the Sustainable Development Goals of the United Nations. The study first discusses why linguistic and cultural diversity is important from the point of view of sustainable development. It then presents the case study of Szeklerland in Romania as an illustrative example of how such diversity is under threat and concludes with a discussion on a possible way the EU can foster the preservation of its rich linguistic diversity through its regional development policy planning.

Autochthonous national minority communities of the European Union have been struggling for their ... more Autochthonous national minority communities of the European Union have been struggling for their fundamental rights for decades. Despite the unwillingness of European institutions to engage in issues pertaining to minority rights, the European Citizens’ Initiative (ECI), as a new legal institution of direct democracy, grants these communities the opportunity to channel their proposals into the decision-making procedure of the European Union. First, the study introduces the role of the European Citizens’ Initiative in the context of direct democracy, and outlines the attempts aiming at the review of the institution. Then, it analyses those initiatives that wanted to affect the situation of traditional national communities, namely the Minority SafePack and the ECI for National Regions. The purpose is to demonstrate the effects of these initiatives to the Union policies concerning national minorities and to the legal institution. In our view, the decision-making procedure of the European Union shows limited interest in dealing with initiatives coming from the European demos, bottom-up, especially if the subject-matter relates to minority protection. Nevertheless, the lawsuits that were lodged in relation to ECI’s contributed and will contribute in the future to the development of this legal institution, as well as its application by the European Commission.
