Improving teaching and learning competencies program is a program that aims to improve the qualit... more Improving teaching and learning competencies program is a program that aims to improve the quality of student through teacher training in planning, implementing, and evaluating zoning-based learning of higher order thinking skills (HOTS). Previous continuous professional development programs developed by the Directorate General of teacher and Education Personnel, which were based on the results of the Teacher Competency Test, focused on improving teacher competence, especially pedagogical and professional competencies. Whereas the Enhancing Learning Competence program focuses more on efforts to educate students through the role of teachers in the development of HOTS. The learning aspects of HOTS are used in the program, first, is the transfer of knowledge which consists of the dimensions of knowledge, skills, and dimensions of attitude. Second, how learning can improve students who are able to critical and creative thinking, and thirdly, how learning is developed so that students are able to become problem solvers in the learning process and in daily life. This program was also developed and prepared how the mentoring process is carried out to ensure quality academically to be maintained by facilitators and instructors at the national level, this assistance ensures that the implementation in the target teacher on zonation is in accordance with the design and expected goals, community-based mentoring is designed using 2 main models, Face-to-face modality and Online, while in the online model, it was also developed into 2 approaches, fully online and Blended Modality. The pedagogical approach used in the development of mentoring programs to improve learning competencies is social constructivism and learning community.
