The present paper examines the impact of personal characteristics of head of state on the foreign... more The present paper examines the impact of personal characteristics of head of state on the foreign policy behaviour. The article is based on the assumption that during a crisis or war, compared to peaceful times, leaders are under a greater influence of their personal traits and cognitive determinants, including their biases and beliefs. The chosen method is the LTA coding system, as it allows obtaining measurable results showing which traits of the leaders are meaningful and how they determine leaders' actions in different situations (crisis and lack thereof). The aim of this paper is to analyse the personality-based decision-making determinants in foreign policy in the context of an international conflict based on the example of Aleksander Kwaśniewski's presidency (1995-2005). The analysis focuses on the president's decisions and their psychological background during over a year long period preceding the invasion of Iraq by the coalition forces (March, 2003) and his statements made between 1995 and 2001 with the objective of identifying potential differences in leadership style of an individual decisionmaker in two different situations, one of which meets the definition of an international crisis. The research proves that in the conditions of a crisis, the president trends a higher belief to be able to control events, reduced conceptual complexity, and enhanced the need for power. Using available evidence on Polish decision-making, the paper shows how Kwaśniewski's personality and leadership style did indeed shape both the process and outcome of foreign policy toward the Iraq War. It allows identifying his leadership style in the period preceding the invasion of Iraq that started in March 2003. 2

This article analyses how the concept of cultural diplomacy has appeared in the theoretical debat... more This article analyses how the concept of cultural diplomacy has appeared in the theoretical debate on international relations and studies on diplomacy. As cultural diplomacy has long been present in the practice of diplomacy, it was examined primarily by its historians and practitioners. As a result, it was conceptualized and perceived mostly as an instrument with which states advance their interests and achieve political objectives. As far as theoretical perspective is considered, cultural diplomacy has appeared most of all in relation to the concept of «soft power». The goal of this paper is to present in a systematised way how this category has been present in the theoretical discourse. Furthermore, the article aims at determining whether the content of the concept has changed in response to processes and phenomena currently observed in international politics.

Dla panstw czlonkowskich, ktore przystąpily do UE w 2004 roku i poźniej, w tym dla Polski jako najwiekszego z nich, perspektywa rekrutacji narodowych dyplomatow do ESDZ wydawala sie oczywistą. Mając na uwadze tego rodzaju obiektywny stan rzeczy, autorka stara sie przedstawic w swoim artykule geneze ESDZ, jej strukture, sposob naboru kadr, uwarunkowania poza prawne jej funkcjonowania, i wreszcie - polskie doświadczenia wynikające z dziesiecioletniej praktyki pozostawania w systemie ESDZ.

Foreign policy analysis (FPA), recognized as a sub-discipline of international relations, focused... more Foreign policy analysis (FPA), recognized as a sub-discipline of international relations, focused on explaining foreign policy or, alternatively, on the processes and behaviors in the framework of this policy. FPA is characterized by an actor-specific focus, based upon the argument that all that occurs between nations and across nations is grounded in human decision-makers acting singly or in groups. explication of the process and the behavior of decision-makers may need to reach categories and tools developed within other disciplines. The main aim of the paper is to identify the emphasis of interdisciplinary research especially in the perspective adopted by the author of the individual level of analysis of foreign policy. The use of tools and categories relevant to the study of political leadership and political psychology, may allow, more than ever, verifiability of assertions in the study of foreign policy.
