One concept fits it all? On the relationship between geoethics and responsible mining

The increasing incorporation of ethical considerations and moral values into industry practices i... more The increasing incorporation of ethical considerations and moral values into industry practices is a recent trend in mining governance, often included under the umbrella term 'responsible mining'. The respective practices, norms and standards target corporations as 'collective actors'. Within this paper we argue that this perspective falls short insofar as it disregards the different roles and positions of individual professionals in enacting ethics. This is due to the fact that the complex make-up of mining economies in terms of places, timeframes and social relations is not adequately considered in schemes for responsible mining. We approach the issue from two directions: First, we introduce the concept of geoethics that has been suggested as professional ethics in geosciences and related fields of work. Second, we confront it with the structural characteristics of the global mining sector by reviewing organizational features and the role of professionals in implementing ethics. Based on these reviews we argue that geoethics has the potential to complement dominant approaches of corporations as ethical actors by a focus on individuals. Yet it does so far not adequately deal with the different and sometimes competing responsibilities in the mining industry, notably (potential) tensions between individual and institutional responsibility.

Die Software unterstützt die frühzeitige Planung und vergleichende Bewertung der Nachhaltigkeit und Wettbewerbsfähigkeit von Nachnutzungsalternativen für vornutzungsbedingt belastete Grundstücke. Dieser Artikel beschreibt die MMT sowie ihre Anwendung an zwei Demonstrationsstandorten. The SAFIRA II Megasite Management Toolsuite (MMT) was developed to promote the re-use of brownfield sites and the reduction of land consumption. The software supports the planning of brownfields redevelopment options, and enables the comparative evaluation of their sustainability, remediation costs and economic benefits. This article describes the MMT and its application on two demonstration sites.

Together, the various chapters revealed that it is difficult to anticipate future material demands and predict the pathways of future developments. This is due to many unknown variables, such as which (if any) of the existing or emerging energy technologies will survive in the marketplace of tomorrow. Furthermore, there is uncertainty regarding geopolitical constellations, national resource and energy policies, and their dynamics, which directly impact the availability of resources. This chapter outlines the need for future interdisciplinary research on issues such as sustainable energy systems, questions of environmental justice and resource conflicts, appropriate governance instruments, the interplay between resource, waste, and climate policies, as well as circular economy concepts and strategies related to the material basis of renewable energy technologies. This book aims to bridge this gap by bringing together contributions from authors with a variety of different scientific backgrounds, who shed light on the issue from their specific discipline. In this chapter, we provide some background information about this topic, and outline the main issues that are addressed by the authors within this book: assessments of resource availability in renewable energy scenarios, the usability of methods such as life-cycle assessments, the notion of criticality and its shortcomings, the challenges related to mining the resources that are required to manufacture renewable energy technologies, the impact of political strategies, the opportunities and challenges of recycling and substitution, and the role of consumers.

Deep geothermal energy can be used to generate electric power and is seen as a promising source o... more Deep geothermal energy can be used to generate electric power and is seen as a promising source of renewable energy. However, geothermal technology is also controversial. Existing studies on public responses to geothermal energy focus on the question of support for the technology, and on the identification of reasons and arguments that cause opposition. In this article, we will shed light on the different responses to innovative geothermal energy technologies at the local level. We rely on the assumption that these responses are rendered visible through different framings of the technology. We conducted four focus groups in two German communities with a total of 27 participants. Our case study approach reveals the diversity of local understandings of geothermal energy, which differ within and between communities. Our analysis shows that local actors do not primarily frame deep geothermal energy as a renewable energy. Instead, they tend to see it as an emerging technology that still requires further development, or view it in terms of its possible environmental impact. We argue that by taking into consideration the diversity of frames, it is possible to gain a better understanding of potential controversies regarding the technology, and to develop deep geothermal energy projects in a way that aligns with the needs of local actors.

Zusammenfassung: Entscheidungen der Umweltgestaltung müssen mit der Herausforderung umgehen, dass... more Zusammenfassung: Entscheidungen der Umweltgestaltung müssen mit der Herausforderung umgehen, dass umfassendes Wissen über Prozesse der natürlichen Umwelt und die Auswirkungen menschlicher Eingriffe häufig nicht vorliegt. Dass diese Situation nicht, wie häufig angenommen, zu Unsicherheiten im Entscheiden führen muss, zeigt das Beispiel der Sanierung kontaminierter Flächen. Akteure, die in Sanierungsprojekte involviert sind, setzen sich offenbar explizit mit dem Unbekannten und seiner Handlungsrelevanz für Entscheidungen auseinander und finden Strategien für den Umgang mit überraschenden Entwicklungen. Diese Feststellung ist anschlussfähig an Desiderata der jüngeren sozialwissenschaftlichen Nichtwissensforschung: neben der wissenschaftlichen Wissensbeschaffung als Grundlage von Entscheidungen sollten weitere Strategien im Umgang mit unbeantworteten Fragen und Nichtwissen berücksichtigt werden. Wenig untersucht ist bisher, wie solche alternativen Strategien in alltäglichen Entscheidungsprozessen aussehen können. Basierend auf einem dynamischen Konzept des Nichtwissens wird im vorliegenden Artikel gezeigt, wie Akteure die Handlungsrelevanz von Nichtwissen bestimmen. Ausgehend von der Analyse von zwei Projekten der Altlastensanierung wird ein analytisches Modell von Entscheidungen entwickelt, in die Nichtwissen aktiv einbezogen wird. Elemente wie die Begründbarkeit von Entscheidungen, das Verständnis von Fehlern und das Vorbereitetsein auf Überraschungen sind ebenso Teile des Modells wie die Kompensationsstrategien im Umgang mit unvorhergesehenen Ereignissen. Auf diese Weise wird gezielt ein Handlungsrahmen geschaffen, der einen offenen Umgang mit Nichtwissen erlaubt. Einleitung-Die Unvollständigkeit des Wissens Die Gesellschaften westlicher Industriestaaten sind seit Beginn des 20. Jahrhunderts von der Vorstellung geprägt, wissenschaftliches Wissen könne umfassende Erklärungen für Prozesse und Zusammenhänge in der Natur liefern und damit Entscheidungen sicherer machen. Nur selten sind jedoch Entwicklungen genau vorherzusehen, sodass den Möglichkeiten der Umweltgestaltung Grenzen gesetzt sind. Angesichts der Komplexität von Prozessen und Wechselwirkungen zwischen Gesellschaft und Ökosystemen wird mehr und mehr anerkannt, dass auch die Wissenschaft nicht in der Lage ist, vollständige und endgültig gesicherte Erklärungen zu liefern. Wissenschaftliche Erklärungen sind vielmehr häufig widersprüchlich und neues Wissen wirft immer auch neue Fragen auf (vgl. Lau 1989; Faber et al. 1993; Smithson 1993; Dovers et al. 2001; Liskog 2011). Entschieden werden muss dennoch und es stellt sich die Frage, wie vor diesem Hintergrund sichere Entscheidungen getroffen werden können. Ein Themenfeld, in dem der Unvollständigkeit des Wissens im Entscheidungsmoment von den Akteuren offenbar eine gewisse Normalität eingeräumt wird, ist die Sanierung kontaminierter Flächen. In einem Handbuch zur Altlastensanierung schreibt der Ingenieur Edmund Brandt (1993: 14): "Typisch für die Altlastendiskussion ist, dass ständig neue Problemfelder sichtbar werden, sich insgesamt die Fragestellung ausweitet und Bereiche einzubeziehen sind, die zuvor nicht für einschlägig erachtet wurden." Flächen, auf denen sich durch industrielle Produktionen in der Vergangenheit Schadstoffe anreicherten, werden als Altlastenflächen bezeichnet und sind in allen industrialisierten Ländern zu finden. This article contributes to an understanding of the nature of sustainability transformation exper... more This article contributes to an understanding of the nature of sustainability transformation experiments. We compare these experiments with classical experiments in the natural and social sciences along three central dimensions: 1) aims related to knowledge production, 2) roles of experimenters and participants, and 3) unpredictability of outcomes. We look at how experiments are understood in transition management and reflexive governance e two influential theories in current thinking about sustainability transformations that highlight the importance of experimentation. We shed light on implicit assumptions within experimentation for sustainability, especially regarding normativity, unintended outcomes and the roles of different actors. The analysis points towards a need to better understand experiments that directly deal with the (multi-level) governance setup to enable sustainability transformations. Overall, we argue that being aware of the nature of experiments allows specifying experimental processes, distinguishing them from other types of learning, and helps develop strategies to apply experimentation in meaningful ways in sustainability transformations.

We show how societal components such as user preferences in heating and cooling, users' involvement in co-designing technology and producing energy, or country-specific administrative procedures influence the development of the technologies. We rely on existing studies and statistics and also on our own fieldwork (expert interviews) that has been carried out in 2013 and 2014 in Germany. Although we will focus on the cases in Germany, where shallow geothermal technologies have spread in a short time and evoked diverse forms of engagement from social actors, we also include comparative information from other countries.

Gesellschaftliche, für Nachhaltigkeit entscheidende Perspektiven wie die Interessen lokaler Akteure greift die Studie kaum auf.

We compare these experiments with classical experiments in the natural and social sciences along three central dimensions: 1) aims related to knowledge production, 2) roles of experimenters and participants, and 3) unpredictability of outcomes. We look at how experiments are understood in transition management and reflexive governance e two influential theories in current thinking about sustainability transformations that highlight the importance of experimentation. We shed light on implicit assumptions within experimentation for sustainability, especially regarding normativity, unintended outcomes and the roles of different actors. The analysis points towards a need to better understand experiments that directly deal with the (multi-level) governance setup to enable sustainability transformations. Overall, we argue that being aware of the nature of experiments allows specifying experimental processes, distinguishing them from other types of learning, and helps develop strategies to apply experimentation in meaningful ways in sustainability transformations.

We show how societal components such as user preferences in heating and cooling, users' involvement in co-designing technology and producing energy, or country-specific administrative procedures influence the development of the technologies. We rely on existing studies and statistics and also on our own fieldwork (expert interviews) that has been carried out in 2013 and 2014 in Germany. Although we will focus on the cases in Germany, where shallow geothermal technologies have spread in a short time and evoked diverse forms of engagement from social actors, we also include comparative information from other countries.
