This work examined the relationship between climate change and the key social dimensions of vulne... more This work examined the relationship between climate change and the key social dimensions of vulnerability that often result in violent conflict. The authors adopted the human needs theory, the frustration-aggression theory of conflict, fragile state as well as the cultural theory of risk for climate change adaptation. The paper found that the government of Nigeria does not have an effective policy for adaptation during flooding, displacement and forceful migration due to climate change. The paper also highlighted other identifiable outcomes. These include loss of life and properties, increasing vulnerability, diminishing opportunities for income generating economic activities, increasing conflicts, the polity is tense and the country is overwhelmed due to increasing cases of victims of climate change and lack of adaptation measures. The paper therefore made appropriate recommendations to deal with the twin challenge of climate change and conflict in Nigeria

Public Private Partnership in Nigeria: Challenges and Prospects for Power Sector Development

This sector has faced decades of neglect of inadequate funding by the Government. This has not only impacted the sector negatively but also Nigeriaās development as a whole. Developing the power sector, Nigeria adopts public private partnership (PPP) as a strategy not only to ensure infrastructural provisioning in the sector but also to fast track the development of the power sector. The objective of this paper is to examine PPP in Nigeria and some of the challenges that pose threats to the successful adoption of the strategy to transform the Nigerian power sector and how to solve them. While collecting secondary data obtained from documentary sources, the paper employs descriptive and analytical methods of analysis to achieve its objectives. Nigeria operates a federal system of government whereby Nigerians can reside in any part of the c... more Nigeria operates a federal system of government whereby Nigerians can reside in any part of the country and enjoy the rights and privileges of being the citizens of the country. However, the experiences of the citizens across the states of the federation have proved that this ideal is not true in all instances. The authors, therefore, examined settlers-indigenes question in Nigeria placing the theoretical citizenship as contained in the 1999 Constitution (as amended) side-by-side with the reality of the country. Secondary source of data collection was adopted as our methodology. Through this method, explanatory and deductive analysis was made. The findings of the paper revealed that settlers-indigenes question is negatively affecting Nigerian federalism and the peaceful co-existence of citizens. The components and the structures of the system do not only help in boundary-maintenance but contribute to its development. This is applicable in Nigeria as the country is currently facing security challenges. In every geo-political zone in the country, security challenges abound; militancy in the Niger Delta, kidnapping in the South East, ritual killing in the South West and insurgency in the North. This demands that all hands must be on deck to curtail the challenges. It is consequent upon this that the authors examined the role of the educators, parents and students in the face of security challenges in Nigeria. Secondary source of data collection was adopted as our methodology. Through this method, explanatory and deductive analysis was made. The authors, therefore, submitted that what is needed mostly at this stage in our national life is less of talk, more of actions. All stakeholders should begin to act.

Developing the power sector, Nigeria adopts public private partnership (PPP) as a strategy not only to ensure infrastructural provisioning in the sector but also to fast track the development of the power sector. The objective of this paper is to examine PPP in Nigeria and some of the challenges that pose threats to the successful adoption of the strategy to transform the Nigerian power sector and how to solve them. While collecting secondary data obtained from documentary sources, the paper employs descriptive and analytical methods of analysis to achieve its objectives. The study finds that adoption of PPP as a strategy in ongoing power sector reform in Nigeria faces some challenges which are the profit motives of the private firms involved in PPP projects, high electricity tariff, conflicting legislations, corruption and debt crisis. It is argued, however, that PPP could succeed in Nigeria despite the challenges. It is recommended that the highlighted challenges should be addressed for Nigeria to maximise the benefits in adopting PPP in the development of the power sector. INTRODUCTION The fundamental objective of any government, especially Nigeria, is " the security and welfare of the people " (Section 14, Subsection 2b of the 1999 Constitution, as amended, of the Federal Republic of Nigeria; emphasis authors'). To ensure the welfare of the citizens, there must be adequate provision of infrastructures by the government. As willing as governments all over the world, including Nigerian Government, would have loved to do this " global demand for basic infrastructure services has grown over the years, quickly outstripping the supply capacity of existing assets " (National Policy on Private Public Partnership, 2012:1). The frustration of the inability of the government to meet the demand for infrastructural amenities by the citizens due to financial incapacity of the state has compelled it to look for the best alternative. This gives rise to public private partnership (PPP).
