In all three countries, the Uwezo Assessment reached a total of 326,610 children aged between 6-16 years in 366 districts and was carried out in a random sample of about 150,000 households. For every household, a short set of questions was administered to collect basic information. The enumerators then recorded details about the child whether he/she attends school and which grade.

He explores how the scenarios have been used to open up conversations about difficult issues in the public realm and the reactions that this has provoked. More specifically, he explores issues of self-identity and how this might impact the collective future Tanzanians face. Eyakuze was one of the lead local conveners working voluntarily for the Tanzania scenario project organized by the Society for International Development.

Is Africa necessarily doomed to suffer the ill effects of a clash between labour and capital? Are... more Is Africa necessarily doomed to suffer the ill effects of a clash between labour and capital? Are the perverse effects of the growth of the continent's economies inevitable or avoidable? Perhaps these phenomena only become self-fulfilling prophecies to the extent that the continent's leadership does not embed sufficient foresight in its planning function to address the shortcomings that will accompany the economic growth cycle. Arthur Muliro Wapakala and Aidan Eyakuze provide some examples from the Society for International Development's (SID's) work in East Africa of how foresight can be used to generate conversations that narrow the gap between the various stakeholders in the development process and help in building a common understanding of the opportunities and challenges that need to be tackled jointly.

During the last decade, careful observers predicted the financial crisis that led the Great Recession out of which the world economy continues to emerge. Why is the response to such early warning often so late or inadequate? Under what circumstances and in what contexts is foresight effective in influencing decisions and action? This brief report begins a reflection on these issues. Using the experience of a selection of the Rockefeller Foundation's Searchlight initiative partners around the world, it reflects on how foresight has attempted to influence policy and action, some of the techniques used and proposes some of the lessons and observations that can be drawn from these experiences.
