During the past 20 years, social economy became a subject of interest because its organisations h... more During the past 20 years, social economy became a subject of interest because its organisations had to assume an increasing role in the production and supply of social goods and services of public interest. In Romania, although forms of social economy existed for a very long time in society, we can not speak of an institutionally or juridical determined area, with actual outputs. This study 5 shows the stage of social economy development taking into consideration three forms of social economy which are present in Romania: the cooperatives, the non-governmental organisations and the mutual aid organisations. The three types of organisations have a low potential for social economy activities. There is no specific legislative framework which to encourage the development of social economy activities, while the availability of the public institutions to support the organisations addressing the vulnerable groups is very limited. The cases in which the three forms of social economy address directly the higher employment of the disadvantaged groups are rather isolated. As a general characteristic, except for

Cu alte cuvinte, abordăm atât componenta teoretică, de definire şi interpretare a termenilor, îndeosebi în mediul academic, cât şi pe cea instituţională, de evoluţie şi acoperire în planul politicilor sociale. Perspectiva teoretică porneşte de la faptul că termenii de excluziune şi incluziune socială provin mai degrabă din mediul instituţional, fiind ulterior şi subiect al dezbaterilor din mediul academic. În primul rând, vom prezenta o parte dintre punctele de vedere teoretice asupra celor două concepte. În al doilea rând, ne propunem o discuţie asupra incluziunii sociale ca exemplu de relaţie dintre cunoaşterea instituţională, reflectată într-o linie de politică publică, şi cunoaşterea ştiinţifică. Din punct de vedere instituţional, ca domeniu de politică publică, vom urmări evoluţia politicilor de incluziune socială la nivelul Uniunii Europene şi în România. Pentru început, vom căuta principalele momente de construcţie ale politicii sociale în plan european şi poziţia politicilor de incluziune socială în cadrul acestora. În ceea ce priveşte România, ne propunem să prezentăm reperele procesului de construcţie instituţională privind incluziunea socială, precum şi identificarea locului şi rolului acesteia în cadrul politicilor publice, în perioada de preaderare şi post-aderare la Uniunea Europeană. The European structural policy was directed towards consolidating the specific objectives of narr... more The European structural policy was directed towards consolidating the specific objectives of narrowing the regional disparities, an ample process of negotiation for the allocation of the structural funds to the new member states, Romania included. In Romania there is a need to disseminate the positive practices of EU member states in implementing the structural policies, and an urge to evaluate the progress in absorbing the structural funds and to identify the adequate measures to remedy the deficiencies noticed in the operational programs. This study gives an overall image of the allocation of structural funds for the new EU member states, Romania included, describes the absorption of the structural funds in Romania in 2009 and reviews the blockages and the solutions proposed for the absorption of these funds. The standard pattern of analysis which we used is a radiography of the actual situation, but further investigations are needed in order to identify the optimal solutions to accomplishing better results in the absorption of structural funds in Romania.
Discovery Channel Global Education Partnership (DCGEP) completed an independent evaluation of its... more Discovery Channel Global Education Partnership (DCGEP) completed an independent evaluation of its Learning Center project in Romania. The purpose of the evaluation was to obtain objective data (enrollment, attendance, pass rates, retention rates) from DCGEP Learning Centers and control schools, to implement creativity test in GEP Learning Centers and in control schools and to identify Learning Centers best practices in three levels -individual, institutional and community. Creativity test was applied in all the six schools chosen to participate in the programme. The data was collected from an equal number of schools that had participated in the DCGEP Learning Center project ("intervention schools"), and schools that had not ("control schools"), in order to be able to compare differences. The control schools were carefully selected to match the intervention schools in terms of their size, context development and location. In order to identify best practices, school directors, teachers, students and parents were interviewed. A participatory data gathering process was used throughout the evaluation process. The positive impact of the programme upon students is obvious. After being involved in DCGEP students have enriched their vocabulary and they have become more creative and communicative. They are now able to perform various activities independently. Due to its design, its monitoring mechanisms and the involvement of all parties, the Discovery programme is a successful one. And taking into account the increasing need for such programmes, especially in rural areas, it is advised that it should be extended to other areas also.

In Romania, the term of social economy is rather new and almost unknown for the public at large, ... more In Romania, the term of social economy is rather new and almost unknown for the public at large, and the legal framework contains only regulations specific for different types of entities which perform activities or which generate effects that may be considered as partial forms of social economy. This paper reviews the recent literature which approached mostly the problems of conceptualization and definition of the social economy, both at the national and European level. The paper also proposes an evaluation of the social economy sector in Romania in terms of its development capacity on medium-term. The paper reviews scientific contributions from Romania and abroad, reports of public or private institutions, and development policies. All these documents are used to develop a theoretical framework of the social economy and to describe the social economy as a sector of activity within the European Union and Romania, taking into consideration several criteria.
