The project 'Work in focus: the competence of the new conditions of working life among advisors a... more The project 'Work in focus: the competence of the new conditions of working life among advisors at NAV (Norwegian Labour and Welfare Administration)' is financed by NAV through the programme FARVE (Research funds for work and welfare). The strategy for operations for 2011-2010 at NAV has as its foremost objective to support a high rate of labour-force participation among the populace, and to contribute to making sure society's need for labour is met. The motto is 'Work First' and various strategies have been developed in order that NAV will be able to support the individual user to find and stay in work. The main objective of this project is to gain further knowledge on how the work-orientated follow-up of users is progressing, and what kind of competence NAV employees need in order to operate workorientated follow-up of users in partnership with the working life. Interviews have been conducted with NAV advisors and representative of two places of work in two municipalities in Oppland that are different in size and have different labour markets. First, this study provides an insight into how NAV advisors themselves feel what they require in order to be able to provide a better follow-up of the users. Secondly, this study describes how representatives of some workplaces in the same two municipalities evaluate the cooperation with NAV regarding the follow-up of work and what expectations they have both of NAV advisors' competence and of a better cooperation with the users. In order to be more successful in the follow-up, NAV advisors have mentioned the need for better internal conditions, like the wish for more time in order to work closer with the users, more knowledge about initiatives and means available, and better organization of work and computer equipment. In addition, they mention more knowledge on working life, network-building, competence of illnesses and health-related problems, advisory competence, and having a focus on possibilities. The representatives from the workplaces had varied experiences of working with NAV advisors with regard to both extent and quality. They mentioned the following areas of competence as being central for NAV advisors if they are to be more successful: local knowledge of the line of business and competence of the local market, social competence, engagement and ability to take initiative, knowledge on changes in the working life, and knowledge of NAV's own forms, instruments, and initiatives. The competence among certain advisors can thus be improved in different ways. However, the organizational and resource-related framework conditions are thought to be an even greater challenge. The question becomes, then, whether NAV's objective of 'Work First' is more of an illusion than an ambition that can be realized under the current working conditions. In order to become more successful with the goal of 'Work First', it is necessary that many actors pull together, and one of these is the local working life. This study shows that the local places of employment realize that they have a responsibility, but also that they might need some further encouragement for them to take on this responsibility. This finding indicates that there might be an untapped potential in some workplaces, but to realize this it will be important to have close and effective cooperation with the NAV advisors.

Sammendrag Rapporten sammenfatter og diskuterer funn fra en kartleggings-og evalueringsundersøkel... more Sammendrag Rapporten sammenfatter og diskuterer funn fra en kartleggings-og evalueringsundersøkelse av status for elevtjenesten, og elevers opplevelse av utdannings-og yrkesrådgivningen i de videregående skolene i Oppland. Rapporten er basert på følgende tre forskningsspørsmål: (1) Hvordan opplever elever i videregående opplaering i Oppland skolenes utdannings-og yrkesrådgivning? Framstår elevtjenestens tjenestetilbud helhetlig for elevene? (2) Hva er status for organiseringen av elevtjenesten i Oppland? Kompetanse, ressursbruk, tidsressurs, organisering, samhandling, samarbeid, rutiner. (3) Hvilke fremtredende funn om rådgivningens effekt, organisering og innhold finner man i gjeldende forskningsbasert kunnskap? Undersøkelsen er basert på intervjuer hos et utvalg elever og utdannings-og yrkesrådgivere og dokumentstudier. Basert på en drøfting av innsikten fra undersøkelsen knyttet til disse tre spørsmålene, gis det anbefalinger for en videreutvikling av elevtjenesten og utdannings-og yrkesrådgivningen ved de videregående skolene i Oppland. Et sentralt funn i undersøkelsen er at det er utviklet gode systemer og organiseringsformer for elevtjenesten i Oppland. Det kan imidlertid synes som at skolene har et potensial i å gjøre de ulike veiledningsformene i elevtjenesten mer tilgjengelige og synlige for elevene. I rapporten foreslås ulike tiltak for å øke tilgjengeligheten. Anbefalingene relateres til en tydeliggjøring av hva som skal vaere målsetningen for tjenesten, mulige grep som kan bedre koordinering og samarbeid, og tiltak knyttet til kompetanseutvikling og kompetansedeling.
