This study will examine the position of political groups in the European Parliament (EP), the fir... more This study will examine the position of political groups in the European Parliament (EP), the first institution of the European Union (EU), and the Covid19 policies of these groups in a comparative method. With different ideologies and different policies, these groups had seats in the ep after the 2019 elections. The study’s main issue is to determine what kinds of policies these groups have pursued in the face of a global crisis, as well as how close and overlapping these policies are. The study consists of two parts. In the first part, the ideologies, values and policies of the political groups, which took part in the parliament according to the 2019 EP election results, will be examined, and in the second part, the policies of these political groups against the Covid-19 pandemic will be examined and evaluated with a comparative perspective.

İpek Tok'un kaleme aldığı "Gazetelerin Resmî Youtube Kanallarında Yayınladıkları En Popüler Haber Videoları Üzerine Bir Değerlendirme" başlıklı çalışmada sosyal medya ve daha özelde Youtube üzerinden gerçekleştirilen gazetecilik ele alınmış, belirlenmiş gazetelerin Youtube kanallarının içeriklerine dair bulgular ortaya konmuştur. During the Cold War, which broke out between the Western Bloc and the Eastern Bloc after the Seco... more During the Cold War, which broke out between the Western Bloc and the Eastern Bloc after the Second World War, the Strategic Partnership was established between Turkey and the United States (US). As a result, the two states acted together against the Soviet Union threat. Turkish-American relations, which continued well from the early Cold War to the early 1960s, have been strained from time to time because of developments in the 1960s. These relations have also had some positive (lucky) and negative (unlucky) consequences for Turkey. This study reviews Turkish-American relations between 1945 and 1964. Turkish-American relations against the Soviet Union threat and communism, described as a common fall in the early years of the Cold War, were strained by what was written to Turkey by US President Lyndon B. Johnson in 1964, known as the Johnson letter. The study examines the breakdowns in Turkish-American relations during this period. We evaluate the impact of the development of Turkish-American relations on Turkey within the framework of the Nova effect, while the results of positive and negative development of relations were vaguely good or bad.

changes are experienced in economic,
political, social, cultural, and other areas.
The European Union has become a target
point of migration movements due to its good
living standards and sensitivity to democracy,
the rule of law, and human rights. Most
migrants making their way to the European
Union apply for asylum. The European Union
is experiencing great difficulties due to the
recent mass migration movements. Mass migration flows into the European Union
have led to a test of the Union’s values. The
European Union has started to implement
security-oriented policies to cope with mass
migrations. Its policies on migration and asylum
have also led to the development of human
rights problems.
In this study, the objective is to examine the
asylum and migration policies of political
groups within the European Parliament. The
views of these groups in the context of asylum
and migration policies will be examined,
and their similarities and differences will be
reviewed.

metaverse, which has been frequently used in recent times, was first seen in
Neal Stephenson’s book “Snow Crash”. The integration of the use in the book,
which is a science fiction novel, into real life has become even more evident
when Facebook founder Mark Zuckerberg changed his company’s name to
“Meta” in 2021. Virtual reality and 3D fiction, which have been used in games
for years, have increased the attractiveness of metaverse technology through
the development of artificial intelligence technologies and wearable
technologies. Especially with the COVID-19 pandemic, individuals have
started to integrate more technology into their homes. It has been realized that
many jobs in the public and private sectors can be done through Internet
technologies. Therefore, it has been understood that the large building assets
of many institutions are unnecessary. Recently, the first countries to provide
support to metaverse platforms have been the United Arab Emirates and
South Korea. China is also known to be developing a metaverse platform.
Metaverse platforms seem to have a significant impact on politics, political
participation, political parties, political elections, and political life. In Turkey,
it has also been seen that some political parties have bought places through
the metaverse and held some meetings. This study aims to discuss how
political life can be and what its positive and negative sides can be in a system
that Turkey will develop and that we can call the Türkverse (or Türkiyeverse).

vasıtasıyla seçmenler kendilerini temsil edecek kişileri seçerek, parlamentoda kendileri adına
görev yapmalarına vesile olmaktadırlar. Seçimler ile seçmenlerden adaylar ya da partiler
arasından bir tercihte bulunmaları istenmektedir. Dolayısıyla seçmenler kendi ideolojileri ya
da adayların veya partilerin vaatleri doğrultusunda seçimlerini yapmaktadırlar. Ancak
seçmenlerin oy verme davranışları kısa ya da uzun dönemli etkiler vasıtasıyla
şekillenebilmektedir. Bu da genellikle hükümetlerin politikaları ile ilişkili olabilmektedir. Bu
çalışmada Hakkari’de yaşayan kadın seçmenler üzerinden 2018 ve 2023 seçimlerindeki
tercihleri irdelenmek istenmiştir. Çalışma anket yöntemi kullanılarak hazırlanmış olup,
Hakkari’de 900 seçmen ile görüşülmüştür. Yüksek Seçim Kurulu’nun kadın seçmen sayıları
dikkate alınarak 900 kadın oransal olarak Hakkari Merkez, Yüksekova, Şemdinli, Çukurca ve
Derecik ilçelerinden seçilmiştir. Kadınların tercih edilmesinin en önemli sebeplerinden biri
Hakkari’de kadınların siyasal katılımına yönelik kapsamlı bir araştırma yapılmamış olmasıdır.

Kadınlara yönelik yapılmış geçmiş çalışmalara bakıldığında, genellikle kadınların oy verme
davranışı gerçekleştireceklerinde ailelerinin, babalarının ya da eşlerinin etkisi altında
kaldıkları genellikle tespit edilmiştir. Bu çalışmada Hakkarili kadın seçmenlerin oy verme
davranışı gerçekleştirirken oy verdikleri partiye bağlılık düzeyleri, ülke sorunlarına ilgileri,
siyasal eğilimlerinin ne olduğu, oy vermelerindeki en önemli faktörün ne olduğu tespit
edilmeye çalışılmıştır.
kadınların haklarını aramadaki istek ve arzuları, Türk siyasal hayatının
gelişimi ve günümüze etkileri bakımından oldukça önemlidir. Osmanlı
kadın hareketleri incelendiğinde, kadınların sosyal haklarını elde etme mücadelesinin
yanı sıra, eğitim, çalışma hayatı ve özellikle dünyadaki gelişmelerin
de etkisiyle oy hakkını elde etme mücadelesi ilgi çekicidir. Kadınların bilinçlendirilmesi,
kadın sorunlarının kamuoyu ile paylaşılması amacıyla kadınların
çıkarmış olduğu gazete ve dergilerin de etkisi önemlidir. Cumhuriyetin kurulması
ile birlikte daha “Halk Fırkası” bile kurulmamışken, Nezihe Muhiddin
önderliğinde kurulan ve faaliyete geçirilmek istenen “Kadınlar Halk Fırkası”
da kadınların oy hakkı mücadelesinde bir başka etkili araç olmaya çalışmıştır.
O dönem, kadınların seçme ve seçilme haklarının olmaması nedeniyle
kurulamayan Kadınlar Halk Fırkası, yine Nezihe Muhiddin’in önderliğinde
kurulan Türk Kadınlar Birliğine evirilmiş, kadınlar siyasal, sosyal, ekonomik
ve kültürel hak arama çalışmalarını bu dernek altında gerçekleştirmeye çalışmışlardır. Söz konusu girişimler dönemin şartlarına göre değerlendirildiğinde,
kadınların kendi haklarını istemesi ve mücadele etmesi bakımından oldukça
değerlidir. Çünkü bu girişimler sayesinde ilerleyen dönemlerde kadınların siyasal
hayata girmesi, hukuki statülerinin netleştirilmesi ve korunması, eğitim,
çalışma hayatı ve kültürel hayat içerisinde bir birey olarak var olmalarında etkisi
olduğu aşikârdır. En nihayetinde bu durumun Türk Kadınlar Birliğinin
1935 yılında kadınların siyasal hayata girişiyle birlikte, işlevini tamamladığı
gerekçesiyle kendini feshetmesinden de anlaşılabilmektedir. Bu çalışmanın
amacı Osmanlı’dan Türkiye Cumhuriyeti’nin ilk yıllarına kadar geçen süreçte
Türk siyasal hayatında kadınların durumunu, gerçekleştirdikleri çalışmaları ve
günümüze kadar gelen süreçte kadınların Türk siyasal hayatına etkisinin kökenini
anlayabilmektir.
Resmi ilânlar kanun, tüzük ve yönetmeliklerle yayınlanması mecburi kılınmış, devlet kurumlarına ait ilanlardır. Cumhuriyetin kuruluşundan günümüze kadar geçen süreçte de resmi ilânların yayınlanması da gazeteler aracılığıyla gerçekleştirilmiştir. Bu ilânlar 1923-1931 yılları arasında devlet eliyle dağıtılmış ve bu döneme “serbest dönem” adı verilmiştir. 1931 yılında resmi ilânların dağıtımı işini Türk Maarif Cemiyeti üstlenmiş ve bu görevi 1943 yılına kadar devam ettirmiştir. Bu tarihten itibaren görevi Türk Basın Birliği devralmış ve 27 Mayıs 1960 darbesiyle ülke yönetimine el konulmasına kadar bu kurum, resmi ilânların dağıtımı işini yürütmüştür. 1960 darbesi ile birlikte Milli Birlik Komitesi, gazete sahiplerinin de görüşlerini alarak 195 Sayılı Basın İlân Kurumu’nun Teşkiline Dair Kanunu hazırlamış ve yürürlüğe koymuştur. Bu kanunla birlikte günümüze kadar resmi ilânların dağıtımını, Basın İlân Kurumu gerçekleştirmiş ve gerçekleştirmeye devam etmektedir.
Bu çalışmanın amacı resmi ilânların iktidarlar tarafından, basını kendi yanına çekebilmek için bir vesayet aracı olarak kullanıp kullanmadığını belirlemeye çalışmaktadır. Söz konusu ilân bedelleri ile iktidarların kendi yanında ve lehine yayın yapan gazetelere maddi kaynak aktarımı yapıp yapmadığı konusu, Türk basınının özgürlüğü ve ekonomi politik yapısı ile ilgili tartışmaların temelindeki en önemli konulardan biridir.

With today's technology, rapid advances are made in every field, and this situation greatly affects money. The interest
of individuals in cryptocurrencies created by Blockchain technology is increasing day by day. On the other hand,
states keep a distance from cryptocurrencies, fearing that they will shake the state authority. Considering that
cryptocurrencies will always be a preference at the individual level, it will be inevitable for countries to make certain
regulations to facilitate and accelerate the integration process between states and cryptocurrencies. The increasing
prevalence of the use of cryptocurrencies reveals the necessity of re-questioning the perspective of state authorities
towards cryptocurrencies. In addition, cryptocurrency concepts that provide common usage areas bring new
opportunities in terms of regional integration efforts. It is necessary for the Turkic World to use every technological
advance with legal and administrative regulations and to lead innovations that will contribute to economic
development. In this context, considering the point reached by the economic relations between the member states of
the Organization of Turkic States and the vision of this international organization to develop policies towards the
goal of full economic integration, it is certain that the Turkic World will need a common currency sooner or later.
The arrangement of this possible common currency as a cryptocurrency will provide many advantages for the Turkic
World compared to classical national currencies. The aim of this study is to reveal the main lines and functioning of a
cryptocurrency that can be used jointly by the entire Turkic World in connection with the Organization of Turkic
States.
