Publish the PowerShell cmdlets on PowerShell Gallery as a new module
It is now a standard way to publish cmdlets via modules on PowerShell Gallery, so we should do the same. The name PhpManager has been used by others, so another name should be selected instead.
I like the name PHPManagerForIIS
