Document how to use TF-controller to notify via GitHub commit status

Wouldn't sending out an event to the NotificationController do the trick? Once a Notification Provider is configured it should update the status.

My addition to this is the ability to update the conditions populated in the statue as Git Comment. The comment could include output from different phases as toggled section: e.g. pre-init, init, plan, apply, etc.
