KR: Create new, prioritized recommendations for Merge Request usability

• Create new recommendations for Merge Requests that focus on usability and UI performance.
  • Recommendations should address user problems that already exist with the existing functionality, not add new features or solve user problems that are not covered by the product today.
  • Recommendations from the Category Maturity validation Key Result, past UX Scorecards, and other existing issues that could be UX bugs.
  • Add them as related to this issue.
• Add severity labels.
• Provide to development by June 13, 2020: gitlab-org/create-stage#12670 (comment 358099923)
• Provide Development with findings from User Research, to prioritize in future quarters, by July 31, 2020.
