Issue and MR tracking for Engineering allocations

We need to track Engineering Allocation work: https://about.gitlab.com/handbook/engineering/#engineering-allocation.

We would like to use the label to track this work.

What I'm looking for:

• For a given Group/Stage (so filterable by group stage) - how many Issues were completed in a release with the Engineering Allocation label and how many were completed without the label.
• For a given Group/Stage (so filterable by group stage) - how many MRs were completed in a month with Engineering Allocation Label and how many were completed without the label.

As a first iteration let's try this as percentages that add to 100% and have the raw numbers in the pop-up.
