Ballot SC063v4 (effective 3/15/2024) made the CRLDistributionPoint extension mandatory in Subscriber Certificates, except for "Short-lived Certificates", unless an OCSP pointer is present in the AIA extension. Having noted that Zlint was still lacking a check for this requirement, I am proposing to add this lint to fill the gap.
